FUNCTION:

Exempt position. Provide Health and Safety leadership to the facility to ensure worker safety and compliance with applicable federal, state, and local laws, regulations, and policies.

Duties

  • Develop and administer the sitewide integrated safety management system, to include regular procedure updates, facility inspections, and work planning support, particularly leading preparation of the job hazard analysis (JHA) and development of hazard controls.
  • Ensure facility personnel work in compliance with all health and safety-related federal, state, and local regulations, license & permit requirements, and company procedures, and advise management of areas of concern.
  • Ensure facility participates in the Washington Voluntary Protection Program (VPP) and strive to maintain VPP Star status for the facility. Track progress on facility safety goals and other facility and individual recognition programs.
  • Maintain accurate records and documentation related to H&S activities, including OSHA logs, incident reports, training records, and permits. Assist with the digital archiving of historic hardcopy records.
  • Coordinate with Industrial Hygiene, Radiological Controls, Operations, and other facility managers and personnel to ensure safety considerations are at the core of all activities and operations. Foster a positive safety culture throughout the organization and drive continuous improvement initiatives related to Health & Safety.
  • Coordinate with Perma-Fix Corporate Environmental, Health, Safety, and Quality to integrate corporate policies and programs into PFNW operational procedures and practices and ensure timely coordination and notification to corporate office of health and safety incidents.
  • Serve as the PFNW competent authority for critical safety programs including Lockout/Tagout, fall protection, confined space entry, hot work, and other health and safety related programs including asbestos, lead, silica, and beryllium exposure programs.
  • Conduct regular inspections, audits, risk assessments and identify potential hazards in the workplace, providing recommendations for mitigation measures.
  • Conduct incident and accident investigations, identify apparent and root causes, and develop corrective action plans to prevent recurrence.
  • Analyze, design, develop, implement, and evaluate initial and refresher Health & Safety related training programs. Complete and maintain current training and qualifications in 40 hr HAZWOPER, radiological worker, respiratory protection, fall protection, confined space, lockout/tagout, and other job-related training.
  • Administer OSHA required medical surveillance program. Complete and update individual employee job task analysis documentation to support medical surveillance and to document hazards unique to individual roles.
  • Administer Worker's Compensation Program and facilitate L&I case management.
  • Serve as staff mentor and advisor for the employee safety committee.
  • Stimulate site awareness of safety by using near miss documentation, lessons learned or other mentoring activities.
  • Provide expert safety input to facility modification and expansion programs and plans. Recommend improvements and repairs to improve worker safety and performance.
  • Support facility emergency preparedness efforts and the Facility Contingency Plan as necessary, including being on call to support plant emergencies during non-standard hours.
  • Other duties as assigned.

Working Conditions

  • Flexible work schedule based on a 4x10 work week schedule.
  • Some occasional night and weekend work may be required to provide adequate support for 24/7 facility operations.
  • Casual work attire including jeans.
  • Office environment approximately 50%
  • Radiological and Mixed Waste Facility and Process areas approximately 50%
  • Work in a Resource Conservation and Recovery Act (RCRA) regulated Treatment, Storage, and Disposal (TSD) facility with radioactive and mixed waste material.
  • Work will include work in radiological areas and work requiring respiratory protection, fall protection, lockout/tagout, and confined space entries.
  • Facility and Processing areas include exposure to local weather, including seasonal high and low temperatures and precipitation.
  • Facility and processing areas include common hazards found in industrial and construction sites, including operating machinery, loud noise, and uneven walking surfaces.

Requirements

  • Minimum B.S. or equivalent experience and education in Health & Safety related fields.
  • Professional certification such as an Associate Safety Professional (ASP), Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH), or the ability to complete certification within a year of hiring.
  • Solid understanding of OSHA 29 CFR 1926 & 1910 and State regulations.
  • Ten (10) or more years of hands-on Health & Safety experience in an industrial or TSDF setting.
  • Experience managing a medical surveillance program, interfacing with occupational health providers, and L&I claims management.
  • Ability to use Microsoft Word, Excel, and Power Point.
  • Excellent oral and written communication skills to effectively interface with all levels of management and company personnel. Strong verbal and written comprehension and communication skills. Abe to work with all employees and be approachable to those with safety concerns.
  • Attention to detail and strong organizational skills.
  • Able to manage relationships with regulators, customers, and other outside stakeholders with an interest in the PFNW Health and Safety program.

Preferred Qualifications

  • Advanced degree(s) in Health & Safety related fields.
  • Fifteen (15) or more years of hands-on Health & Safety experience in an industrial or TSDF setting; with a heavy preference for experience in Washington State
  • Experience managing a medical surveillance program, interfacing with local occupational health providers, and L&I claims management in WA State
  • Experience/certification as an OSHA 10/30 trainer and/or HAZWOPER trainer.
  • Experience in a radiological and mixed waste processing facility.
  • Experience working with/for DOE and DOE contractors; more recent experience heavily preferred.
  • Experience at the DOE Hanford Site; more recent experience heavily preferred.
  • Experience with safety management in a construction setting.
  • Experience working with unionized workforce and union safety representatives; more recent experience in the DOE Hanford Site heavily preferred.
  • Current 40-hr HAZWOPER certification.
