PSI has a strong industry reputation for providing some of the top engineering consultants and tackling some of the most technically challenging projects for our customers. PSI formed a joint venture, Mission Assurance Alliance LLC (MAA) with Longenecker & Associates, Inc. (L&A) to provide technical services to the NNSA Pantex Facility in Amarillo, TX. MAA is an integrated team subcontractor to Pantex M&O contractor, PanTeXas Deterrence, LLC (PXD) and as a PXD’s partner, MAA makes meaningful contributions to PXD’s success in mission assurance, nuclear safety, operations and project delivery.
In this highly visible and empowered position, the Senior Program Manager (PM) will be a direct hire to PSI but will lead our multi-company MAA Pantex team by performing significant strategic, financial and human capital functions that directly impact company and client success. As part of PSI’s leadership team answering to PSI’s Division Manager, our Senior PM leverages relationships at Pantex and with a broad understanding of the Pantex missions will lead and grow MAA’s portfolio and manage the project workforce and team.
Clearance: Active DOE Q-Clearance
Location: Amarillo, TX.
Travel: Domestic, periodic – for conferences and corporate meetings

Minimum Qualifications
BA or BS in engineering, scientific, business or management discipline and at least 10 years of successful NNSA/DOE experience. Strong management and leadership experience. Demonstrated experience and success in business development and project delivery. Strong analytical and communication skills. Proven ability to work within a collaborative team environment. Ability to establish and maintain productive relationships with industry and diverse client base and stakeholders.

Partner/Business Development
Roles and responsibilities:
- Works effectively with MAA teaming partners, proteges and other industry members within the Pantex and NNSA supply chain. Lead interactions with other commercial firms supporting Pantex and/or performing in the region.
- Serves as MAA’s local business development lead to identify opportunities and prepare proposals to expand MAA business in Amarillo.
- Represents MAA at local business and community events to demonstrate MAA’s commitment to the Amarillo community, promote and raise awareness of MAA’s capabilities, and foster strategic partnerships with other area businesses.
- Establishes and maintains productive working relationships across the breadth of the Pantex PXD organization to understand and align to Pantex strategic priorities and operational needs.
- Understands and learns Pantex’s systems/processes and conduct of business to target and secure additional opportunities and tasks to be included within MAA’s PXD subcontract.
- Engages with Pantex leadership and personnel to 1) broadcast MAA’s integrated teaming subcontractor role and core capabilities, and 2) identify and promote specific support activities through which MAA can meaningfully support Pantex’s mission and goals.
- Performs subcontract administration oversight activities, including review of subcontracts, performance, and invoices related to PXD M&O.
- Oversight and management of MAA projects for PXD.
- Works synergistically with Business Operations and Recruiting, as needed, for optimal execution of MAA tasks and projects at Pantex.
- Supports corporate initiatives, as needed, including business development, marketing, and management.
- Coordinates and communicates regularly with management, including routine (at least monthly) meetings with MAA leaders with management.
- Leads by mentoring and motivating, maintaining an environment of teammate support with key processes that enable the growth of MAA business.
- Supports and manages MAA deployed personnel to ensure company alliance and well-being, that leads to high performance and delivery of quality products and services.

- Extensive knowledge of DOE/NNSA programs and projects preferably at Pantex.
- Extensive understanding of NNSA missions and organization.
- Strong established relationships with local contractor community, community leaders and DOE personnel.
- Proven ability to work with project managers, performers and clients to lead and execute activities and projects.
- Proven ability to work effectively with deployed MAA project managers, to align goals, ensure project quality and ensure that project goals to be met or exceeded.
- Must be adept at problem solving and finding/fixing problems early by working with clients, staff, and corporate resources.
- Exceptional communication skills and public relations capabilities.
- Commitment to MAA values and ability to represent MAA in a highly effective manner in interactions with DOE and other clients.
- Ability to monitor and analyze project performance and provide MAA senior management reliable data and recommendations regarding project status, risks and opportunities.
- Ability to provide expert advice and support to MAA’s existing projects and planned pursuits at Pantex.
- Demonstrated ability to make decisions and communicate across project controls and business disciplines.
- Ability to effectively lead and manage diverse and geographically distributed staff and projects.
- Proficiency in program and project management.
- Demonstrated organizational skills, including the ability to effectively prioritize and execute tasks.
