Duties Description

The candidate will be assigned as an inspector in the Bulk Storage Program (Petroleum Bulk Storage, Chemical Bulk Storage, and Major Oil Storage Facility) in Region 2 / New York City. The candidate will conduct up to 130 inspections yearly at Petroleum Bulk Storage (PBS) facilities with storage tanks storing heating oil, gasoline, diesel, and other EPA-regulated petroleum products. During these inspections, the candidate will gather evidence in the case of any violations observed and post-inspection will communicate with these facilities on how to address & correct these observed violations. The candidate will prepare enforcement referrals and assist the Office of General Counsel in resolving matters with facilities with more egregious & significant violations.

Minimum Qualifications

For appointment to Engineer Trainee, NS:

  • A bachelor's degree or higher in engineering or engineering technology as listed below; OR
  • Proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time engineering experience as listed below.

For appointment to Assistant Engineer (Environmental), SG-20:

  • Proof of passing the National Council of Examiners for Engineering and Surveying (NCEES) Fundamentals of Engineering Examination (FE) AND a qualifying bachelor's degree or higher as listed below; OR
  • Proof of passing the NCEES Fundamentals of Engineering Examination (FE) AND one year of full-time qualifying engineering experience as listed below.

Qualifying experience:

  • One year of full-time experience in sanitary, public health or environmental engineering.

Additional Comments

  • Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
  • Use of personal protection equipment, including a respirator, will be required.
  • Must be able to negotiate difficult terrain.
  • Must be able to work in adverse weather conditions.
  • Travel may be required.
  • Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification.
  • Must be able to lift and move objects up to 50 pounds.
  • Telecommuting may be available, will be discussed at interview.
  • If appointment is at the Assistant Engineer, SG-20 level, the starting salary for this position is $85,120.
  • This amount is comprised of the base salary of $72,032 with an additional geographic pay differential of $13,500, specific to this title and location.
  • The job rate for this position is $108,821.
  • This amount is comprised of the base salary of $91,381 with an additional geographic pay differential of $13,500 and downstate adjustment/location pay specific to this title and location.
  • Please note, this is not extended to any trainee titles. If appointed at trainee level, you will receive differential upon advancement to grade 20.
