Duties Description
Environmental Specialists perform technical analysis, research, and training related to the interaction of the State's environment and the State's transportation network and transportation projects. Employees play a variety of roles in the production of a variety of written materials.
Responsibilities
- Analyzing and researching environmental issues affecting the State's transportation network, by performing data gathering, analysis, and report writing and making recommendations to higher levels of management.
- Reviewing consultant preparation and processing of environmental permit requests and other environmental and regulatory documents.
- Negotiating solutions to environmental problems acceptable to both the Department of Transportation and environmental regulatory agencies.
- Advising construction, design, highway maintenance, and other program areas concerning environmental rules and regulations and the preparation of environmental impact documents.
Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.
Minimum Qualifications
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position.
Environmental Specialist Trainee 1:
- A bachelor's degree including or supplemented by 30 semester credit hours in various relevant fields such as acoustics, air pollution, anthropology, environmental science, etc.
Environmental Specialist Trainee 2:
- One year of professional environmental analysis experience or a master's degree supplemented by 30 semester credit hours in the relevant fields.
Environmental Specialist 1:
- Two years of professional environmental analysis experience or a master's degree in a relevant field and one year of professional environmental analysis experience, including preparation and review of environmental impact analyses.

- This title may be filled via a non-competitive appointment within the NY HELPS Program.
- Employees may take part in any promotion examination for which they are qualified.
