Responsibilities
The Labor and Employee Relations Specialist handles routine labor relations and human resource inquiries related to policies, procedures, and bargaining agreements; refers complex matters to appropriate management staff. Serves as the initial contact and liaison for intake and assessment of employee complaints.
The incumbent will conduct initial interviews and gather information for employee relations matters such as harassment allegations, work complaints, or other concerns; also inform appropriate HR staff when additional investigations are required.
The Labor and Employee Relations Specialist will collect information and data to assess cost and policy implications of negotiations and disputes. This may include management and union proposals, pay scales and wages, benefits, working conditions, and other mitigating circumstances. He/she will conduct surveys, interviews, and other research related to human resource policies, compensation, and other labor negotiations; collects information and reports results to Deputy Director or Human Resources Director.
Minimum Qualifications
Bachelor's Degree in Human Resources, Labor Relations, Conflict Resolution, Mediation, or related field required AND 3 years of professional human resource administration required with experience in employee relations preferred.
OR
High School diploma or GED and 8 years of experience in Labor/Employee Relations.
Degree must be from a college or university that is accredited by the U.S. Department of Education through the North Central Association of Colleges and Schools Higher Learning Commission or equivalent region.
Certifications
SHRM-CP or SHRM-SCP preferred.
License Requirements
Must possess a valid driver's license at time of appointment and maintain thereafter as a term and condition of continued employment.

A background investigation and evidence of Employment Authorization and Identity is required prior to employment. All candidates must pass any level of background investigation applicable to the position, including current city employees seeking transfer, promotion, demotion, etc. into a classified position.

Final appointment is contingent upon the applicant passing a job-related medical examination including drug screen. Applicants offered employment with the City will be required to pass a nicotine screening. Newly hired employees must remain tobacco and nicotine free as a condition of continued employment. The Tobacco and Nicotine Free Hiring Policy does not apply to current City employees.
