Summary

The Clinical Director oversees and coordinates best practices, regulations, CARF procedures, and policies to provide leadership and day-to-day oversight for direct care staff, their supervisors, and program administrative/support staff. In addition to program management, the Clinical Director is responsible for educating and training the employees regarding the care of persons served. The Clinical Director is a member of the Senior Leadership Team. They serve as an active participant in making strategic decisions that affect the programs and services of ArcGNO. In partnership with the Executive Director, the Clinical Director establishes a strategic vision and guiding philosophy to inform short- and long-term programming goals, develops and directs new programs, and carefully monitors the progress toward those efforts.

Essential Job Functions

• Manage the operations of the programs and implement process initiatives to improve the efficiency of services individuals for people with intellectual and developmental disabilities
• Collaborate with their direct reports to promote fiscal accountability, develop and revise policies, and evaluate staff performance.
• Use their clinical and leadership experience to enhance participant care and improve outcomes.
• Oversee a team of three program directors and an RN
• Monitor compliance with legal guidelines, internal policies, and quality standards
• Advise program directors on client care
• Responsible for the operations of the programs and implementing process initiatives to improve the efficiency of services individuals for people with intellectual and developmental disabilities.
• Collaborate with Directors and ED to promote fiscal accountability,
• Provide quarterly all-staff training on IDD best practices and behavioral interventions, and train staff as needs arise
• Create or advise staff on Positive Behavior Support Plans or behavior recommendations as needed.
• Develop policies and procedures aligning service delivery with the requirements of CARF, Licensing, local, state, and/or federal contracts or sub-contracts, credentialing bodies, grants, foundations, or as otherwise required by the organization to support ArcGNO’s continuum of care
• Collaborates with internal teams, including quality improvement, compliance, and accounting to improve the quality of care provided to enrollees.
• Identify potential opportunities for partnership within the community, including fundraising opportunities, program collaboration, and expansion of our program offerings
• Stay abreast of current best practices within the IDD service model, including programming, tech stacks, and all regulatory bodies that govern our programming
• In conjunction with the ED, direct/respond to adverse incidents specific to programs/services and liaise for local, state, and federal contracts and subcontracts, including but not limited to the Louisiana Department of Health, United Way, and CARF.
• Review other provider programs to support improved systems such as documentation, data collection, and best practice implementation.
• Serve as the organization’s Program Administrator to ensure programmatic compliance, communicate with Health Standards and LDH licensing, and respond to surveys orally and in writing to protect the ArcGNO.
• In collaboration with ED and program management staff, develop procedures for monitoring and measuring the quality and quantity of services being delivered to ensure adherence to outputs, outcomes, goals, and expected standards of care and to meet grant deliverables.
• Attend meetings with LGE, OCDD, CPAL and ensure that ED is aware of any potential changes at LDH, CMS, and legislature.
• Promote program and client success stories throughout the organization, including staff, funders, private donors, and collaborative partners, to keep individuals motivated and informed about ArcGNO.

Education/Experience Requirements

• Bachelor’s Degree required;
• Clinical license required. LCSW or Licensed Psychologist, preferred
• 5 years of management/leadership experience required; 6 or more years preferred
• 10 years of experience working within the IDD space required
• Strong leadership skills
• Strong working knowledge of Microsoft Office, including Word, Excel, SharePoint, and PowerPoint
• Ability to work independently and collaboratively with diverse populations as the role requires
• Skilled in verbal and written communication
• Exceptional time management and organizational proficiency
• Proven ability to present information competently in front of professional and paraprofessional audiences with ease
• Proven ability to coordinate events across multiple sites as needed
