The target annual salary for this position is $72,884 - $105,688, depending on qualifications.
Summary of Duties: Under general direction of the Director of the designee, duties for this role includes assisting citywide project management, overseeing complex projects; identifying and developing organizational benchmarks and performance measures; preparing related reports; providing assistance and facilitating organizational analysis studies and process reviews through the use of process improvement methodologies; administering and analyzing customer satisfaction surveys for city departments; coordinating; conducting complex studies, research and analyses on a wide range of other municipal programs and functions. Duties also include developing related training materials and conducting training for city staff and coordinating project activities for cross-functional teams.

Minimum Qualifications
Knowledge of: Public administration practices and procedures. Federal, State and municipal laws, codes, ordinances and regulations related to administrative and financial issues; research, analysis and interpretation of complex and/or sensitive municipal issues; and City policies and procedures. Use of computers and related equipment, hardware and software to include Microsoft Office (Word, Excel, PowerPoint, Outlook) for the development of various communications, budgets, presentations, graphics, charts and management level papers/reports and grants. Ability to build and maintain effective internal and external working relationships.

Minimum of two (2) years’ experience in a responsible administrative capacity, including experience in business analytics; budget development and management; and project management at a strategic level; and any additional skillsets required by specific departments.
Experience Supervising Administrative And Technical Positions Preferred.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.
Licenses and Certifications: TexasClass “C” Driver’s License (must obtain within 30 days of hire per state law).
Conditions of Employment: Must pass a drug test, driver’s license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.
Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment ; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone . Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds .
Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

- Conducts studies involving a high level of research and analysis regarding the quality, responsiveness, efficiency, and effectiveness of all municipal operations, activities and programs; prepare reports and associated presentations and coordinates the implementation of resulting changes to work systems and/or procedures. Work may include research and analysis of administrative, fiscal, staffing, and operational issues either at the department level or citywide.
- Facilitates process improvement initiatives city-wide related to revenue generation, cost reduction, increased efficiency and effective services delivery. Evaluates work methods to recommend changes and develop procedures for implementing program changes.
- Assists with the development, implementation, and management of innovative solutions, approaches, and practices at the department level or citywide.
- Maintains effective communication to ensure a clear understanding of project objectives and progress.
- Prepares reports, presentations, and documentation to communicate findings, recommendations, and project status, as well as propose direction to meet organizational objectives.
- Keeps abreast of and updates processes and policies based on industry trends and best practices.
- Supervises, manages, and coordinates human resources, technology, emergency management and fiscal functions for the department; interprets policies, rules, and regulations.
- Directs, instructs, and schedules the work activities of departmentally focused staff, as assigned; prioritizes and assigns work; conducts performance evaluations; ensures staff is trained; ensures employees follow policies and procedures; maintains a healthy and safe working environment, and makes hiring, termination, and disciplinary decisions or recommendations
- Assists in preparing the departmental budget. Evaluates the fiscal impact of specific, actual, or proposed plans.
- Serve on department’s senior management team; participates on a variety of committees and acts in a liaison capacity with other departments and organizations.
- Assists Director on administrative matters
- Manages Department training requirements.
- Oversees grant reporting and project administration requirements by following requirements of approved project grants, submitting documentation and status reports, communicating with Grant Administrator and project managers regarding funding and other issues.
