Provides highly complex staff assistance to the Chief of Police: responsible for day-to-day operations, planning, supervision, and review of all division activities and personnel. Work requires considerable judgment in the interpretation and application of rules, regulations, laws, and ordinances. Considerable latitude is permitted for independent action within the framework of division policies. Assumes responsibilities of the Chief of Police in his absence and performs other duties as assigned. Receives general direction from the Chief of Police.

Essential Duties

Assists in directing and administering activities of all division units.

Ensures that all operations are in compliance with Arizona Peace Officers' Standards and Training Board (AZ POST), Commission for Accreditation for Law Enforcement Agencies (CALEA), Police Department, and University standards and policies.

Formulates programs and plans to maintain division efficiency and effectiveness.

Participates in preparation of budget and assists in budget implementation; manages budget amounts allocated and ensures that all units remain within budget limitations.

Participates in forecasting budget needs for future years.

Supervises and evaluates the work of subordinate personnel by reviewing results achieved and ensuring conformance to standards.

Prepares and supervises the preparation of necessary reports relating to activities; reviews reports prepared and submitted by subordinates.

Makes recommendations to the Chief of Police on hiring and discipline.

Attempts to gain settlement of employee complaints and/or issues and the resolution of problems within all subordinate ranks.

Establishes and maintains contacts with appropriate external law enforcement and related agencies for the purpose of facilitating University law enforcement and security.

Provides information, gives instructions and responds to questions from the public and employees to enhance public relations and employee morale.

May direct the maintenance of complete police records including general correspondence, statistics, fingerprints, criminal investigation, personnel, field training, and typical department records.

Assumes responsibilities of the Chief of Police in their absence.

Maintains the ability to perform all duties of a police officer.

Master's degree in Police Science, Public Administration, Criminology, or a related field from an accredited university. Candidates who do not already hold a master's degree, must be actively enrolled in a master's degree program, in a field as aforementioned, from an accredited university, at the time of selection to this position, AND must complete the degree within three (3) years of hire as a condition of their ongoing employment.

At least one (1) year of proven experience as a Police Commander at Arizona State University Police Department, or an equivalent rank or higher (e.g., Captain, Major, Division Chief) at a comparable law enforcement agency.

Must meet the fitness standards required for AZPOST-certified officers.

Applicants must possess an AZPOST certification; or an equivalent out-of-state certification, AND must obtain an AZPOST certification within six (6) months of hire.

A valid U.S. driver's license with the appropriate class and required endorsements must be maintained throughout employment.

Desired Qualifications

Experience in campus law enforcement or a similar environment with unique challenges and opportunities.

Graduate of FBI National Academy, Northwestern School of Police Staff and Command, or equivalent command/executive development training program.

Completion of advanced courses in law enforcement supervision, management, and investigation.

Demonstrated knowledge of organizational and management practices for analyzing, evaluating and improving police programs, policies, and operational needs.

Strong understanding of modern law enforcement principles, including patrol operations, criminal investigations, identification methods, and support functions.

Comprehensive knowledge of federal, state, and local laws and ordinances applicable to law enforcement operations.

Expertise in personnel management, including supervision, training, and performance evaluation.

Proficiency in leveraging state-of-the-art technologies and data-driven strategies to improve policing practices, operations plans, and management reporting, while increasing effective outcomes.

Experience analyzing complex law enforcement issues, identifying alternative solutions, evaluating potential outcomes, and implementing recommendations to achieve organizational goals.

Proven ability to command the respect of personnel (both sworn and non-sworn) and effectively assign, direct, and supervise their work.

Demonstrated success in supervising, training, and evaluating staff while fostering effective team dynamics and professional development.

Ability to establish and maintain effective working relationships with staff, peers, and community stakeholders.

Evidence of strong written and verbal communication skills.

Evidence of good standing in previous law enforcement roles, with no history of leaving a position due to misconduct or pending investigations.
