Summary
This position will primarily be responsible for technical review and assisting with the planning, design, and construction of water and wastewater infrastructure projects.
Essential Duties And Responsibilities
KNOWLEDGE/SKILLS/ABILITIES
Bachelor of Science degree in engineering with a civil, electrical, water resources or environmental emphasis from an institution accredited by a recognized accrediting agency. Consideration will be given for other related degree plans with sufficient job-related experience.

Summary
This position will primarily be responsible for technical review and assisting with the planning, design, and construction of water and wastewater infrastructure projects.
Essential Duties And Responsibilities
- Collect, analyze, and interpret engineering, operations and maintenance data in order to develop engineering solutions and accurately define the scope of projects.
- Apply knowledge of engineering principles, construction practices, surveying, hydraulic modeling, and problem solving to effectively convey findings through technical memorandums/reports and detailed maps.
- Monitor the budget, schedule, and quality of assigned engineering and construction projects.
- Provide timely review and comment on engineering designs, construction plans, specifications, shop drawings and other documents for technical accuracy, adherence to GBRA’s Standards and Design Guidelines, and compliance with other applicable codes.
- Prepare design deliverables and contract documents, opinions of probable construction costs, permit applications, and easement documents for projects.
- Manage construction phase of projects by attending progress meetings, conducting periodic and frequent site visits, and monitoring the progress and quality of the project(s) and budget status. Review submittals, RFIs, design changes, RFPs, and analytical test reports. Monitor conformance to the contract documents, construction and material specifications, and GBRA standards. Support preparation and negotiation of change orders and contract amendments. Reviews schedules and payment applications submitted by the contractor.
- Perform hydraulic modeling to evaluate existing system capacities and determine proposed improvements for GBRA’s water and wastewater operations.
- Routinely document observations and assessments in Technical Memorandums.
- Perform other duties as assigned.
KNOWLEDGE/SKILLS/ABILITIES
- Knowledge of basic engineering principles, design, and construction practices related to water and wastewater infrastructure.
- Proficiency with hydraulic modeling software is preferred for this position. Willingness to develop mastery of hydraulic modeling software utilized by GBRA is required.
- Manage consultants and/or contractors; review invoices submitted by contractors and consultants for accuracy and compliance with contract documents.
- Ability to prepare detailed technical reports and presentations.
- Must be able to communicate effectively, verbally and in writing, with diverse stakeholder groups including internal departments, consultants, contractors, inspectors, regulatory agencies, other governmental agencies and citizens for project coordination.
- Must be able to effectively use word processing, spreadsheet, database, and presentation software. Experience with Microsoft Teams, Bluebeam and Microsoft Sharepoint preferred.

REGISTRATIONS/LICENSES
- Registration as an Engineer in Training (E.I.T.) in the State of Texas.
- Valid Texas Driver’s License with acceptable MVR.
- A minimum of two years’ experience in engineering is preferred for this position.
- A thorough understanding of water distribution systems and wastewater collection systems is necessary for this position.
- Working conditions are in an office and field environment. Must be willing to work nights and weekends during high rainfall, inclement weather and flood events. Travel varies depending upon projects, but will occasionally involve overnight stay and long work hours.
