The Chief Financial Officer (CFO) is a member of the leadership team responsible for the park district's financial strategy, planning, and management. This position is responsible for all fiscal operations, ensures financial sustainability, and supports the organization's mission to provide exceptional park services and programs to the community.

The CFO provides leadership and direction for multiple work units, ensuring alignment with agency policies, laws, and strategic goals. Responsibilities include managing staff at various levels, delegating duties, fostering effective communication, and adhering to sound management principles. The responsibilities include planning, organizing, and evaluating staff performance, establishing priorities, providing coaching, and making personnel decisions in consultation with Human Resources. Additionally, the position emphasizes accountability, empowerment, and fostering a positive and goal-oriented work environment.

- Provides leadership and direction to assigned areas of responsibility.
- Develop and implement financial strategies to support the agency's short- and long-term goals.
- Provide financial analysis, forecasting, and reporting to guide the decision-making by the Chief Executive Officer and Board of Park Commissioners.
- Lead the preparation, monitoring, and execution of the annual agency-wide budget.
- Ensure alignment of financial resources with organizational priorities, programs, and initiatives.
- Responsible for all accounting operations, including accounts payable, purchasing, payroll, and general ledger.
- Coordinate and lead annual audits, ensuring accurate and timely financial reporting.
- Working with the Philanthropy team, develop strategies to enhance revenue streams, including grants, sponsorships, and public funding.
- Monitor and manage cash flow to ensure operational efficiency and financial stability.
- Identify financial risks and develop mitigation strategies.
- Manage employee benefit and health insurance programs.
- Ensure adequate coverage for the organization's assets and liabilities.
- Analyze and evaluate capital and related operating expenditures, cost of service and cost recovery and provide training, recommendations, and periodic updates to plans and procedures.
- Provide training and resources to staff and stakeholders to improve financial literacy.
- Serve as the Treasurer to the Board of Park Commissioners.
- Collaborate with department heads to align financial plans with operational needs.
- Collaborates and works with agency staff to plan and implement business plans for revenue-generating parks, facilities, and services.
- Provides staff direction regarding implementation of the comprehensive master plan and other agency plans, CAPRA compliance, and operating and capital budgets that support FRMPs mission, vision, and goals.
- Advocates and builds relationships and partnerships within the local, state, and national legislative community to strengthen and build advocacy, engage the community, and further the agency's mission.
- Ensure compliance with federal, state, and local regulations, as well as internal policies and procedures.
- Ensures timely preparation of complete and accurate staff work for presentations to executive leadership, Board of Park Commissioners, and other organizational or community groups; performs research and analysis for presentations about administrative services and other assigned areas.
- Select, train, motivate, and evaluate all direct reports; provide and/or coordinate staff training, work with employees to correct deficiencies; implement corrective discipline processes; and provide timely, accurate, and thorough performance reviews.
- Ensures that staff are accountable to individual responsibilities and fosters a sense of empowerment for decision-making at all levels.
- Serve as an active member on local, state, and national professional boards and committees to enhance connections, networking, and information-sharing.
- Maintains confidentiality of sensitive records and information.
- Works assigned schedule, exhibits regular and punctual attendance, and works outside of normal schedule as needed.
- Provides service to the public, responding to questions, helping, and providing information.
- Collaborates within and across organizational boundaries to provide information and services for effective operations of the agency and all staff.
- Represents the agency at local, regional, state, and national conferences and other forums.
- Ensures staff maintain standards of high-quality customer engagement for internal and external customers including staff, residents, and visitors.
- Performs other duties as assigned.

- Bachelor's degree in accounting, finance, business administration, public administration, or another related field.
- Seven (7) years of progressive financial management and leadership experience, preferably in government sectors.
- Certified Government Finance Manager or Certified Public Finance Officer or Certified Public Accountant.
- Valid Drivers' License which meets the FRMP insurance carrier guidelines.
