Job Overview

This position exists to oversee and manage critical procurement platforms, programs, and initiatives that directly impact the strategic goals and operational efficiency of the Procurement Services Department. The incumbent will provide leadership in managing eProcurement systems, ensuring compliance with regulations, and fostering internal and external stakeholder engagement to optimize procurement processes. The role emphasizes critical thinking, project management, and strategic decision-making to address evolving organizational needs.

The ideal candidate requires the ability to exercise initiative and independent judgment with advanced analytical work with or without the help of technology to understand, analyze and provide solutions with regard to the structure, policies, processes and operations of an organization, project or program, to achieve the desired goals.

Minimum Qualifications Required

  • Bachelor's Degree; AND
  • Four (4) years of experience directly related to the position duties, two of which must have been in a supervisory capacity;

OR * Or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below. (For education and experience only, does not include legally required Licenses or Certifications.)

Duties and Responsibilities

Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Oversee the Bonfire eProcurement platform, including modules for intake, projects, and contracts.
  • Provide end-to-end analysis of complex procurement issues and deliver process improvements.
  • Develop performance measures and dashboards to enhance transparency and efficiency in procurement processes.
  • Administer and expand the Construction Apprenticeship Program, ensuring compliance with Ordinance 23-14.
  • Develop and execute strategic plans that integrate County goals into department programs and practices.
  • Create and facilitate training programs for staff and vendors to ensure effective use of procurement systems and compliance with procedures.
  • Oversee department-wide initiatives for employee engagement and professional development to reduce turnover and improve retention.
  • Act as a liaison between the department, external agencies, and other County departments to promote collaboration.
  • Communicate regularly with executives and staff on the status of operations, programs, and strategic objectives.
  • Develop and enforce policies, procedures, and performance standards for assigned functional areas.
  • Monitor and proactively address operational challenges to improve outcomes.
  • Represent the department on task forces and committees as required.
  • Perform additional related duties to support the Procurement Services Department's mission.

Job Specifications

  • Principles and practices of procurement and management.
  • Federal, state, and local procurement regulations and compliance requirements. Functional capabilities of eProcurement systems like Bonfire.
  • Analytical thinking and problem-solving for complex procurement issues.
  • Effective written and verbal communication to convey policies, provide training, and interact with stakeholders.
  • Proficient in developing strategic plans and implementing operational goals.
  • Build and maintain constructive relationships with staff, vendors, and community partners.
  • Manage multiple functional units and align their objectives with the organization's strategic priorities.
  • Interpret data and performance metrics to inform decision-making.

Physical Requirements

  • This position typically takes place in an office environment.
  • Requires sitting for an extended period of time.
