Job Summary

Manages administrative processes for Baltimore City Health Department Division of Aging and Community Support, the Area Agency on Aging for Baltimore City, including staff supervision, submissions to funding agencies. Oversees management of agency fiscal, human resources, performance management and legal processes. Leads special projects at direction of the Deputy Commissioner.

Essential Functions

  • Supervises staff providing administrative support functions for BCHD Division of Aging and Community Support programs, including data management analysis and reporting, programmatic and fiscal compliance and budget management. Supervises Long Term Care Ombudsman program.
  • Liaison with State, federal and philanthropic funders. Coordinates preparation of the Area Plan for services for older adults, the annual State performance report, and responses to State monitoring of programs.
  • Coordinates preparation of Division’s portion of annual City budget, performance plans, and other submissions required by Health Department Administration and Mayor’s Office.
  • Liaison to other City agencies supporting Division operations including the Department of General Services, Finance and Law.
  • At the direction of the Deputy Commissioner manages special projects including new initiatives, partnerships and coalitions, and submission of testimony on local, State and federal legislation.

Minimum Qualifications

Education: Have a bachelor’s degree in business administration, Public Administration, Management, or related field from an accredited college or university.

AND

Experience: Have five to seven (5- 7) years of experience in professional-level administrative, operations, or technical work. two years of which must have included supervision or project management

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSES ARE NOT ACCEPTABLE.

Knowledge, Skills, And Abilities

  • Knowledge of the principles and practices of public and business administration and management, including staff supervision, budget management, and data management and analysis.
  • Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
  • Ability to interpret and apply a variety of laws, rules, regulations, standards and procedures.
  • Ability to prepare and present reports or recommendations clearly and concisely.
  • Ability to compile financial and operational data and to analyze charts and reports and statistical and budgetary statistics.
  • Ability to speak and testify effectively before governmental and legal bodies and commissions, the media and community and business groups.

Background Check

Probation

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
