Summary Statement

The Global Health Training, Advisory and Support Contract (GHTASC) delivers effective global health programming to advance the mission of the U.S. Agency for International Development (USAID), Bureau for Global Health (GH) through institutional support and workforce development services from junior, mid-level, senior and expert advisory and administrative professionals.

Credence and its partner, the Public Health Institute (PHI), are both employers for GHTASC, and are seeking a CSL Senior Contraceptive Security Advisor in the USAID's Office of Population and Reproductive Health (PRH) bureau under GHTASC. This position will be hired under Public Health Institute (PHI).

Position Summary

Contraceptive security – when people can reliably choose, obtain, and use the contraceptive methods they want – is an essential component in the provision of family planning and reproductive (FP/RH) services, and in turn to the ability of women and men to make reproductive choices. However, because of inadequate and unreliable contraceptive supplies, many low- and middle-income countries (LMICs) are unable to maintain access to FP/RH services for people who need them, most especially the poor and near poor. Expertise across a range of disciplines is required to know what is needed to achieve contraceptive security and to design and implement policies and programs that support it. The CSL Senior Contraceptive Security Advisor will serve as a technical lead for strengthening enabling environments for contraceptive security, with a primary focus on increasing access to financing for the procurement and distribution of contraceptives and other FP/RH commodities in the public and private sectors.

The CSL Senior Contraceptive Security Advisor will serve as a senior technical advisor in the Commodity Security and Logistics (CSL) Division, Office of Population and Reproductive Health (PRH), Bureau for Global Health (GH). The CSL Division is one of four divisions within PRH. PRH advances and supports family planning and reproductive health (FP/RH) programs worldwide. The Office provides global coordination and leadership for improved policy, advocacy, and health outcomes; generates, organizes, and disseminates knowledge in response to global and country needs; and partners with USAID field missions to accelerate progress towards achieving FP/RH development objectives. The CSL Division includes 19 staff and serves as a world leader to ensure the long-term availability for clients in low- and middle-income countries of a range of quality-assured contraceptives and FP/RH commodities. The Division achieves its mission through (1) procurement and delivery of contraceptives and FP/RH commodities for country programs in the public and private sectors; (2) technical assistance to strengthen sustainable country-led supply chains that are resilient and responsive to local contexts and needs; and (3) global thought leadership to serve as a trusted resource in the global public health supply chain community. The CSL Division thus oversees a global supply chain that procures and delivers FP/RH commodities for USAID-supported country programs; provides technical and management support to Mission-funded programs for supply chain strengthening; and has responsibility for headquarters funding for global technical leadership, Mission support, and partnerships in support of its mission. CSL staff support USAID Mission investments in FP/RH commodity procurement and related supply chain technical assistance.

The Senior Contraceptive Security (CS) Advisor is expected to work closely with global, regional, and local entities to develop strategies for CS that strengthen the enabling environments for CS, with a focus on financing for FP/RH commodities and their supply chains and providing CS-related technical assistance. The Senior Advisor will play a strong role in strengthening the CSL Division’s and PRH Office’s leadership in commodity security, linking closely with the portfolios of other PRH divisions to contribute to CS.

Full salary range for this position is $129,740 to $195,000 per year, with the starting salary determined based on candidate’s knowledge, skills, experience, as well as budget availability.

Responsibilities

  • Provide technical expertise and leadership to further financing for FP/RH commodities and their supply chains, including domestic resource mobilization and employing innovative measures to generate financing for commodities and supply chains.
  • Provide technical leadership to coordinate with global and country stakeholders as well as within USAID to maximize access to FP/RH commodities across all sectors – public, NGO, and commercial private – and all market segments; and to coordinate with broader efforts for access to health commodities.
  • Support PRH and CSL efforts to join with countries to ensure that country strategies strongly reflect long-term advancements for CS, including financing for FP/RH commodities and their supply chains, and are supported with the appropriate technical assistance.
  • Provide technical leadership to support champions for CS in government, civil society, and the private sector.
  • Provide leadership for the CSL’s Division’s funding of activities to strengthen enabling environments for CS, including monitoring of progress in work plans and developing priorities for new investments.
  • Assist USAID Missions and implementing partners in data collection and analysis for advocacy in policy and regulation changes to encourage an enabling environment for CS.
  • Provide thought leadership to advance the field of health commodity security, especially for FP/RH. Participate and lead technical advisory and working groups; publish technical papers; and present at FP/RH, international development, and other relevant professional conferences.
  • As part of CSL’s country backstopping, provide technical and management support for FP/RH commodity procurement and supply chain strengthening programs in select USAID-supported countries. Coordinate with back stops from other GH supply chain divisions and serve as the main point of contact for all FP/RH commodity and supply chain technical assistance needs.
  • Travel 20-30% of the time.
  • Perform other duties as assigned.

Qualifications

Qualification Requirements:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Minimum Qualifications:

  • Master’s degree with 10 years of relevant experience, bachelor’s degree with 12 years of relevant experience, Associate’s degree and 14 years of relevant experience, or High School graduate and 16 years of relevant experience.

Other Qualifications:

  • Master’s degree in a discipline relevant to the technical focus of this position – for example, business administration, economics, financing, marketing, public health, international development. or other relevant field.
  • Extensive professional experience working in global health, with some focus on health commodity and/or supply chain financing – preferably for FP/RH – or other experience directly related to these areas.
  • Demonstrated experience working in Low- and Middle-Income Country (LMIC) settings and using originality and ingenuity to deal with the kinds of uncertainties and constraints, such as resource constraints and data limitations, that characterize international development.
  • Demonstrated experience in building coalitions with diverse organizations to achieve common objectives.
  • Demonstrated flexibility and openness in responding to changing work priorities and environment.
  • Demonstrated ability as an entrepreneurial and self-motivated problem-solver with proven ability to work independently and, equally, to effectively contribute to and lead teams, establish effective relationships among a wide range of partners, and promote and accept team direction.
