About the Work Unit

This unit exists to provide administrative support to the Colorado Auto Theft Authority Board, and manages statewide auto theft prevention programs. This position provides unified and centralized communications and marketing effort by combining strategic communications, educational programs, and community outreach for the prevention of motor vehicle theft in coordinating with government and industry regarding automobile theft reduction efforts in accordance with 42-5-112(1), CRS.

About The Job

This position serves both a strategic and operational capacity in providing a centralized, coordinated, and consistent public education and outreach effort for increasing awareness of automobile theft victimization and preventive measures. With clear guidelines and guidance from the supervisor this position focuses on the development of innovative strategies to prevent automobile theft by working with professional consultants for the performance of specialized studies in applying current statewide automobile theft data, crime prevention theories, marketing campaigns and evaluation modeling. Under the direction and guidance from supervisor the position is will help in the development and implementation of the statewide automobile theft prevention strategy aimed to improve partnerships, public trust, consistency in auto theft prevention messaging, while coordinating activities with private industry, law enforcement, education, prosecution, training, victim support, technology enhancements, first-time offenders, and other CATPA grant programs. This position helps develop communication plans, documents, or other communications materials for internal or external distribution to convey a wide-range of information regarding automobile theft prevention. Operationally, this position will work closely with the CATPA Director and the CATPA Board to receive organizational strategic and operational guidance and direction. This position often engages with both internal and external stakeholders to ensure the organization’s mission is clearly communicated and reinforced. This position oversees all automobile theft prevention communications and marketing strategies, to include response in managing crisis communications, media interviews, social media, marketing campaigns, website maintenance, and coordinating outreach events with state, county, local and industry stakeholders.

Key Responsibilities

Plan, Operate and Monitor Prevention Activities

Provides consistency and compliance in marketing, advertisement, responses to media requests with the State Patrol Strategic Communications Office. Meets regularly with all CATPA program leaders, and other CATPA stakeholder, and affected personnel to develop, plan, administer and deliver public education materials and activities for prevention of automobile theft. Supporting all CATPA grant programs with promotional and preventive materials for distribution aimed to prevent automobile theft. Supports all CATPA grant programs and non-CATPA local agencies with media support for continuity of messaging. To include media responses, data distribution, and regularly available social media updates for agency messaging. The position coordinates educational, prevention and awareness activities with all CATPA grant projects, including enforcement, education, prosecution, training, victim support, technology enhancements and first-time offenders. Facilitates and leads marketing, advertisement, and communications with public and private industry for elevating education, awareness and prevention of automobile theft. Studies and utilizes data-driven information from international, national and regional auto theft prevention authorities, the Stolen Vehicle Database Repository, and analytical products produced by the Auto Theft Intelligence Coordination Center to provide quality data in marketing, advertisement and communications. Provides monthly reporting to the CATPA Director for reporting to the CATPA Board on outreach and marketing activities, and tracking of wildly important goals, lag measures and lead measures for the CATPA Board and Governor’s Office.

Intake media requests from local tv, print, and other media sources. Manages priority of these requests and responds to these requests in a timely manner. Tracks incoming requests. Provides consistency and compliance in marketing, advertisement, response to media requests in coordination with the State Patrol Strategic Communications Office. Provide regular reports to the CATPA Director, Strategic Communications Office, and CATPA Board on notable media interactions. Maintains an archive of all information sources shared resulting from a media request.

Administer CATPA Public Outreach Program

Operate independently in performing assigned tasks limited to phases of a fully operational professional assignment, and at times, providing training to CATPA stakeholders including CATPA grant projects. Determining solutions to practical problems using CSP professional standards and best practices developed by the CATPA Public Outreach Program. Plan, staff and lead the Public Outreach Subject Matter Expert Team (POSMET) for development of best practices, identification of new strategies and activities to address automobile theft.

Organizational Communication Strategy Management

Provides coordination with professional marketing consultants contracted to perform special studies for evaluation of influential factors to statewide motor vehicle theft, as well as marketing consultants to perform specialized services of public information and educational messages. Work involves identifying and negotiating with marketing vendors for engaging services for statewide marketing campaigns, to include the planning, administering, monitoring, and reporting of the marketing campaigns. The position applies and adapts marketing, advertising, communications, and business administration theories, principles, concepts, techniques and practices in communication or marketing campaigns for various products and services of CATPA on a local, regional, and international level; and educate the public, various industries, and consumers on services and products offered by state. Additional work involves using approved marketing specialist vendors for the study, development and use of marketing strategies, evaluations, and response of media messages. Maintain knowledge of procurement processes and requirements to ensure competitive and fair acquisition of contracted services. Respond to media requests involving statewide and regional automobile theft. Maintain existing marketing materials for reuse in future campaigns. Create a yearly marketing strategy specific to auto theft prevention and coordinate activities with CATPA grant projects for consistency of media messaging with local agencies and communities. Manage the professional service contracts used to engage marketing vendors.

Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights

Minimum Qualifications

Five years of professional experience in the marketing and communications field.

OR

Bachelor's degree from an accredited institution in any field and one year of professional experience in the marketing and communications field.

Preferred Qualifications

  • Prior professional communications experience in a law enforcement or other public service agency.
  • Broad knowledge and technical experience with public safety communications technology.
  • Fluency using computer technology, graphic design programs, computer software, social media, and websites to enhance outreach activities.
  • Excellent customer relationship management (CRM) skills, with a strong orientation toward collaboration, communication, and development of sustainable relationships with user agencies.
  • Excellent verbal and written communication skills.

CONDITIONS OF EMPLOYMENT

  • Must be a Colorado resident at the time of application.
  • Requires successful completion of a background investigation that includes a polygraph exam, a fingerprint based criminal history search and drug testing.

WORK ENVIRONMENT

  • Typical work hours, Monday to Friday, 8am - 5pm. Hybrid schedule (currently two days in office) which may be subject to change, requires flexibility.
