This position is responsible for leading the Program Management (PM) team at the FDBT (College Station, TX) site. The Head of Program Management is ultimately responsible for all customer programs running at the FDBT site and for the line management of any associated Program Managers in the function. The Program Management team is accountable for the planning & delivery of programs from the point of contract signature through program closure; this includes accountability for Program governance both internal and external, effective tier structure providing an overview of program performance and relevant escalations to the appropriate levels.

Other key functions of this role is;

  • Supporting the initial customer interface and the Commercial organization, with input from Program mgmt. and potentially also supporting with both process design/regulatory knowhow in the initial phases of strategic Program design with customer.
  • Accountable for Customer experience at site level
  • Actively participate in the Local and global S&OP processes.
  • Active participation in development of best practices to be deployed globally extends the impact of this role beyond the site.

The Head of Program Management will engage with all areas including other PM groups globally, GPS, Commercial Sales, MSAT, Regulatory, and Quality. This individual will also embrace the holistic engagement (approach) to customer services/deliveries, ensuring that FDBT support to the sales process and customer interaction is aligned with relevant stakeholders. They are responsible for leading, providing guidance and coaching the PM organization.

This position reports to the site head and dotted to the Global Head of PM integrating any global improvements to the site level.

Primary Responsibilities:

Execution / Governance

  • Responsible for leading the Program Management team at the FDBT site.
  • Primary liaison with the sales force into the FDBT site.
  • Assign Program managers to initial client interface meetings and for all contracts won.
  • Ensure that all programs are on track according to Master Project plans (Bulk schedule), financial metrics, reporting (internal/external).
  • Collaborate with colleagues globally to align business practices, implement new methodologies, and improve operations.
    • Deploy the standards to all Program mgrs. continually seeking efficiencies and identifying opportunities for improvements.
  • Actively engage in the S&OP process / Tier meetings.
  • Active participation with Site Leadership Team.
  • Assess staffing requirements and work within the FDBT function to resource Programs accordingly.

Strategic

  • Key resource to the Site Leadership Team, keeping them informed of program performance via relevant dashboards.
  • Accountable for Customer experience at site level Support initial customer interface meetings, in close cooperation with the commercial and the site organizations.
  • Act as support to KAM’s for key customers.
  • Collaborate with related line functions on strategic projects and ensure global alignment / sharing of best practices including optimization of global program management.
  • Collaborate with Global Commercial team to create and maintain productive relationships and norms with external partners.

Management of people and compliance of the Program Management group, including;

  • Responsible for daily management of Program Management team.
  • Provide leadership and mentoring to members of the team.
  • Hire and ensure training of the staff, as necessary.
  • Manage the yearly cycle of goal setting and performance feedback to employees.
  • Instill people fundamentals with employees – Lead by example.
  • Focus on priorities – Sense of urgency.
  • Seek innovative solutions to issues or inefficiencies within and outside core responsibilities. Take action to make them a reality with Crisp, high-quality decision making.
  • Actively foster collaboration and teamwork within the site and globally.
  • Establish performance metrics for the team – joined with Global PM organization.
  • Ensure that the department complies with regulatory and internal policies including EH&S, regulatory, Legal, quality and training.

Compliance

  • Keep current on cGMP, regulatory and quality requirements that impact FDBD manufacturing and client guidance.

Qualifications:

  • Ph.D. preferably in business, chemical engineering, science, or a related field with 4+ years’ experience; OR
  • Master’s degree preferably in business, chemical engineering, science, or a related field with 7+ years’ experience; OR
  • Bachelor’s degree preferably in business, chemical engineering, science or a related field with 10+ years’ experience; OR.
  • Project Management experience required.
  • Experience in a Contract Manufacturing Organization (CMO) environment preferred.
  • Experience in a cGMP facility or working with FDA regulations preferred.
  • Certifications in Project/Risk Management (PMI-PMP, PMI-RMP) or Lean Six Sigma and demonstrated practical experience preferred.
  • Previous Accounting/Finance/Budgeting experience preferred.
  • Experience in Six Sigma, Lean, and other problem-solving methodologies preferred.
  • Demonstrated leadership and organizational skills and expertise in Program management. In-depth knowledge of biopharmaceutical manufacturing operations as well as CMC and regulatory aspects.
  • Experience with strategic organizational development work, people-management including development of people, as well as cultural sensitivity across international boundaries, serving our diverse pool of clients.
  • Demonstrated leadership skills; Ability to develop strategic relationships .
  • Demonstrated experience with quality systems.
  • Experience in a world class development or manufacturing organization.
  • Proficiency with Microsoft Office, including Word, Excel, PowerPoint and other analytical applications.
  • Excellent communication (written and oral) and presentation skills, effectively engaging, facilitating, with the ability to influence and collaborate with others.
  • Ability to understand complex issues, evaluate them critically, and navigate a goal-oriented process.
  • Excellent problem solving and conflict resolution skills and the ability to identify, assess, and resolve business problems, issues, risks and facilitate issue resolution and risk mitigation.
  • Demonstrated ability to build and maintain collaborative working relationships with clients and internal colleagues and stakeholders in a matrixed team environment.
  • Experience with ongoing prioritization, risk management and decision making, conflict resolution; integrates customer requirements, contract knowledge and input from functional experts to drive execution, decision making and team ownership/accountability.
  • Focused on productivity, efficiency, simplification, right first time in program delivery (meeting customer requirements, cost reduction, growing business).
  • Identify, recommend and implement opportunities for streamlining team and business processes to reduce costs and improve efficiencies.
  • Partner with stakeholders to ensure effective and timely completion of deliverables and to ensure the team achieves and maintains a high level of sustainable performance.
  • Ability to work effectively under extreme pressure to meet deadlines.
  • Well organized with ability to handle multiple activities simultaneously.
