This position is eligible for a Compressed Work Schedule, in which the incumbent would work a 5/4/9 schedule (for each two-week pay period: 8 days of 9 hours per day, 1 day of 8 hours, and 1 regular day off every other week)Duties

This incumbent of this position serves as Chief, Air Force Life Cycle Management (AFLCMC) Contracting – Robins Operating Location (OL), AFLCMC/PZK-R. Serves as the organizational senior functional/senior site lead in contracting at Robins AFB. Reports directly to the AFLCMC Director of Contracting. Leads over 260 Mission Focused Business Leaders/Acquisition Change Agents across 5 contracting divisions/15 branches providing support to 8 Program Executive Officer portfolios. Weapon systems supported include: Mobility (WL); C-17, C-130, C-5, Agile Combat Support (WN); Support Equipment and Vehicles (SE&V), Automatic Test Systems (ATS(, Human Systems (HS), Electronic Warfare (EW), Avionics (AV), Precision, Navigation, and Timing (PNT), Digital (HB); Distributed Common Ground Systems (DCGS), Joints Stars, Special Programs, Intelligence Surveillance Reconnaissance Special Operations Forces (WI); Special Operations Forces (Fixed & Rotary), U-2, Reaper, Fighter and Advanced Aircraft (WA); F-15, and Armament (EB); AMRAAM, Armament, Specialized Management. Executes $6B+ annually, second only to Wright Patterson AFLCMC in annual execution. Manages $85B+ contract portfolio that provides support to the USAF, USN, USA, USMC, and multiple partner nations, and other entities.

Works closely with, partners with the Air Force Sustainment Center (AFSC) Director of Contracting, Robins Operating Location (OL) who also serves as the Senior Contracting Official (SCO). Coordination efforts include managing the professional development of all contracting personnel (450+) across both centers, coordinating assignments/rotations across the two centers, and coordinate efforts that require Senior Contracting Official approval. Additionally, works with AFSC/PKX-Robins for awards, appraisal, manning needs affecting contracting personnel assigned to AFLCMC/PZK-R & AFSC/PZC-Robins who provides pricing and policy support to the contract execution areas for AFLCMC/PZK-R.

Qualifications

U.S. Citizenship

Candidates must possess a bachelor's degree or higher from an accredited education institution.

An unlimited contracting officer's warrant is required for this position.

Candidates must also possess at least TWO YEARS OF EXPERIENCE IN A CONTRACTING POSITION of which 52 weeks must have been equivalent to the next lower grade (NH-3 or equivalent) in one or more of the following: (1) soliciting, evaluating, negotiating, and awarding contracts; (2) administering contracts by assuring compliance with the terms and conditions; (3) terminating contracts by analyzing, negotiating, and settling claims and proposals; (4) analyzing and evaluating cost/price proposals and accounting systems; (5) planning, establishing, or reviewing contracts, programs, policies, or procedures; (6) formulating and administering policies and procedures to insure achievement of socioeconomic goals; (7) developing acquisition strategies and directing or managing procurements; and/or (8) providing functional staff advisory services within the contracting occupation. Duties may have included awarding of contracts within delegated contracting officer authority or recommending award to contracting officer on contracts outside delegated authority.

This position requires the incumbent to obtain and maintain a Top Secret Security Clearance.

This position is a Testing Designated Position subject to random Drug Testing.

This position requires annual completion of the OGE Form 450, Financial Disclosure Report.

This position has been designated as a Critical Acquisition Position (CAP), requiring the selectee to sign, as a condition of employment, a written agreement to remain in federal service in this position for at least three years. Acceptable deviations from the 3-year requirement include promotion, separation, and retirement.
