Apply Now!The primary purpose of this position is to serve as a senior planning professional for the Air Force Reserve Command (AFRC) with project management, execution, and operational responsibility in community planning, base comprehensive planning, site planning, explosive site planning, Air Installation Compatible Use Zone (AICUZ) programs, and encroachment management. As technical expert for the organization in requirements generation, employee provides technical leadership and management to ensure project/program success. Work encompasses a process by which concepts are translated into program requirements to produce, test, and evaluate prototype products that support expeditionary and in garrison operations. Works with Research, Development, Testing & Evaluation (RDT&E) personnel to research, develop, test, evaluate, acquire, operate, maintain, and monitor the overall progress.

Duties

Performs and manages professional engineering work involved in the application of advanced theories, concepts, principles, and processes to develop requirements associated with the acquisition, development, or sustainment of assigned program areas.

Functions as technical specialist in requirements generation for critical products, systems, and processes for in-garrison and expeditionary applications. Establishes requirements for technical objectives and evaluates concepts for designs, required performance criteria, parameters, characteristics, and interrelationships.

Performs complex and comprehensive analyses and uses systematic, disciplined, and quantifiable approaches to develop and document program/project requirements. Assesses, develops, validates and prioritizes requirements and associated requirements products through HAF/SECAF process or any other process determined most effective to meet civil engineering needs.

Serves as a consultant and technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations. Serves as a technical expert and provides status and advisory services to superiors on problems, issues, and projects in community planning, base comprehensive planning, site planning, explosive site planning, Air Installation Compatible Use Zone (AICUZ) programs, and encroachment management program areas. Attends meetings, conferences, briefings, and seminars related to project or program support.

Qualifications/Requirements

Incumbent may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.

Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Unusual tours of duty or extended hours may be required.

Degree in Architecture or Engineering or equivalent experience and education

Able to understand and follow government law, policy, and guidance

U.S. Citizenship

Obtain & maintain Security clearance

To be considered qualified resumes must reflect knowledge and experience in the following areas:

Knowledge of current U.S. environmental and planning laws and regulations, DoD, and AF instructions, policies, directives, and applicable agreements; professional knowledge of new applications or developments in community planning programs to provide expert level support or advice.

Knowledge of the operations, mission, products, services, needs, organizational structure, and goals of the base civil engineering function.

Ability to communicate effectively, both orally and in writing, with senior officials from a broad array of activities, including federal and local government, and industry.

Knowledge of Air Force programming, budget, and funding processes and ability to forecast, develop, and evaluate resource requirements pertaining to community planning programs.

Knowledge of construction and service contracting procedures relevant to executing community planning related contracts.

Knowledge of applicable health and safety requirements as outlined in job related safety standards, regulations, and orders.

Skill in fact-finding, problem resolution and development of concrete action plans to solve problems.
