The Team

Our Health Modernization Solutions (HMS)) team works side by side with customers to articulate a vision for success, and then make it happen. We know success doesn't happen by accident. It takes the right team of people, working together on the right solutions for the customer. We are looking for a seasoned Data Scientist who will be a key driver to make this happen.

The Work

Our team will assist HHS and GSA’s Centers of Excellence (CoE) in building a modern IT enterprise architecture with effective data governance and DevSecOps. We will assess the current network, infrastructure, applications, and data, identify strengths, weaknesses, and improvement opportunities, and envision an optimal future IT environment while understanding customer needs.

Key Responsibilities And Job Duties

• Perform work necessary to support developing and deploying software systems that leverage emerging technologies such as artificial intelligence (AI).  
• Ensure the application is designed to efficiently access, process, and display data. 
• Work on the front-end and back-end integration to provide data-driven features (e.g., real-time data updates, dashboards). 
• Collaborate with software developers to implement database querying logic and ensure the application meets performance and scalability needs. 
• Design and implement data validation and error handling to ensure data quality. 
• Ensure that data security and compliance (e.g., data encryption, user access control) are integrated into the application design. 
• Use data to guide the design of user features, such as personalization or real-time analytics. 
• Conceptualize and develop custom AI-driven data pipelines which address client problems, maximize efficiency, and maintain high standards of quality. 
• Design and develop statistical analyses, visualize the output of statistical models, present and interpret the output of predictive models, and perform quality assurance tasks on model code and output. 
• Identify important and interesting questions about large datasets, then translate those questions into concrete analytical tasks. 
• Build quantitative models with data, and communicate the results of those models to stakeholders 
• Help conceptualize, as well as perform, data analyses to summarize trends 
• Develop and execute database queries that in turn support developing/formatting modeling inputs 
  
  

Required Qualifications

• Bachelor’s degree in a technical field: Computer Science, Engineering, or related discipline 
• 3 years’ experience in data analytics
• 3 years’ experience with SQL, python, or statistical software such as SAS, Stata, or R.
• Proven experience analyzing data with a background that includes Agile methodologies 
• Knowledge of Software Development Life Cycle. 
• Candidate must be able to obtain and maintain a Public Trust
• Candidate must reside in the U.S., be authorized to work in the U.S., and all work must be performed in the U.S.
• Candidate must have lived in the U.S. for three (3) full years out of the last five (5) years
  
  

Preferred Qualifications

• Experience working with ETL pipelines or data-driven frameworks.
• Experience on a software development team building modern software products.
• Flexible and willing to accept a change in priorities as necessary.
• Strong verbal and written communication skills
  
  

Job Location:

Remote with possible quarterly travel to D.C. This position requires that the job be performed in the United States.  If you accept this position, note that ICF monitors employee work locations, blocks access from foreign locations/foreign IP addresses, and prohibits personal VPN connections.
