Summary

Duties
The incumbent is a Senior Analyst and/or principal contributor to the formulation of Office of Acquisition and Agreements Management (OAAM) operational management and excellence, agreements program operations, and organizational efficiency in support of NIST, Department of Commerce, and Other Agencies. Plans, oversees and/or leads internal projects designed to improve NISTs operating practices and risk management over NISTs internal agreements activities. Performs assessments and management analyses of organizational controls, policy, processes, operating and safety procedures, compliance with audits/records management, and regulations. Performs advanced research and analysis using available information (written or verbal), formulates summary findings and delivers recommendations for management consideration on substantive NIST mission-oriented programs or functions. Presents material to Senior Leadership with recommendations for improvements, data metric and business result analysis. Leads or provides expertise in areas for new programs or processes, enhancing operational efficiency, and develops plans for implementation and execution.
Qualifications
To qualify, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-13 (ZA-III for NIST). Specialized experience is defined as experience in operations management, agreements management, project management, and/or experience with analyses and recommendation for improvements of organizational controls, policy, processes, operating and safety procedures, and compliance with audits/records management, and regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
