Description Of Job

This Division of Innovation, Strategy & Delivery (ISD) is responsible for understanding and implementing business specific goals related to technology for the Department of Revenue (DOR). This includes a high performance team that drives new innovation and continuous improvement for all divisions within DOR.

What We Do

The Work Unit of the Strategy Team is responsible for developing and nurturing the relationship with all divisions of DOR and serves as the primary ISD contact. The Strategy team actively facilitates and optimizes decision-making on the portfolio of division projects, services, issues and risks. The Work Group provides project management services to meet DOR initiatives and is accountable for exceptional project management delivery, timely and accurate communication and the application of best practices to all initiatives. It also creates and maintains a standardized project management methodology including change management, reporting, analytics and executive-level portfolio dashboards & road-maps.

The Typical Day As a Business Partner

You will serve as the primary contact between ISD and the Taxation Division. Your adept project management knowledge and experience will ensure the highly visible priorities of the Taxation Division are moving along and meeting expectations by maintaining the division's project portfolio including priorities, planning, development and implementation of project efforts. Project management is a significant part of this role - you will be meeting with project teams, prepping project documentation, partnering with stakeholders, sending communication, managing status reporting as well as managing stakeholders and their expectations while remaining transparent. Primary Duties

  • Formulate and provide oversight to division project schedules, priorities, progress and work plans including lead project planning, execution, and delivery within defined timelines and budgets.
  • Identify scheduling problems while adhering to departmental-focused objectives, processes and procedures, as well as ensure consistency in how projects are planned, budgeted, managed and controlled throughout their life cycle.
  • Ensure compliance with the terms of the projects’ Statement of Work (SOW).
  • Develop and maintain effective professional working relationships with various levels of stakeholders.
  • Serve as the Staff Authority and communication link for strategic project vision and portfolio at the Department level, supporting the Taxation Division including facilitating portfolio communications to all stakeholders and holding regular meetings to evolve the strategic roadmap.
  • Serve as first escalation point for project risks and issues, escalate to Director of Strategy and/or Senior Director of ISD as needed.
  • Support the strategic planning process to distill strategic objectives, prioritize initiatives, and develop action plans.
  • Support the selection of meaningful performance measures and ensure alignment with reporting and decision-making processes.

This position is primarily remote with occasional in office meetings and training in Lakewood.

Minimum Qualifications

Experience Only:

Nine (9) Years Of Relevant Experience

  • in a project/portfolio manager role,
  • with facilitating strategic planning and implementation,
  • in a business consulting or IT consulting role, and/or
  • with key account management.

OR

Education And Experience

A combination of related education (such as degrees in Project Management, Business Administration, Communications or related) and/or relevant experience in an occupation related to the work assigned (as stated above) equal to nine (9) years.

Preferred Qualifications

  • Additional years of experience in project planning and team development
  • Prior state, county or municipal government experience
  • Project Management certification(s)
  • Technical expertise and project/program management experience to establish and maintain effective working relationships with external/internal customers.
  • Strong interpersonal, decision making and stakeholder management skills
  • Prior experience with facilitating a project intake process
  • Proficiency in Google applications (Sheets, Docs, Meet)
  • Experience with Monday.com
  • Experience in a consulting role
  • Experience with strategic planning and budgeting
  • Demonstrated verbal and written communication skills

Conditions Of Employment With The CDOR

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence.

As a condition of employment with the CDOR, all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations, therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations .
