Job Overview

The North Carolina Department of Health and Human Services (DHHS) is actively seeking a skilled IT Project Manager to join our team on a short-term contract basis. This role, which supports the implementation of various web-based and low-code applications, requires a professional adept in both vendor and in-house development processes. The ideal candidate will possess the flexibility to adhere to DHHS methodologies and demonstrate expertise in project management across various methodologies, including waterfall, agile, and hybrid approaches.

Key Responsibilities

  • Develop and secure approval for business cases related to new projects through comprehensive stakeholder and market analysis, alongside cost-benefit evaluations.
  • Oversee the implementation of medium to large-scale projects characterized by moderate to high complexity and risk.
  • Manage interdependencies of IT projects across various divisions and external entities.
  • Collaborate with senior executives, IT staff, and external stakeholders to clearly define and execute project requirements while managing stakeholder expectations through effective communication plans.
  • Coordinate with DHHS business units, IT personnel, and selected vendors or internal development teams to ensure timely project implementation.
  • Act as scrum master for internal agile projects, guiding project teams towards successful outcomes.
  • Provide leadership and direction, supervising project teams and vendor activities while reporting to senior management.
  • Work closely with development teams to monitor project milestones and identify potential risks that may impact the schedule, proposing solutions as necessary.
  • Support the Contract Administrator in vendor management and ensure vendor deliverables are accurately reviewed and approved to facilitate invoice validation.
  • Create project management artifacts in accordance with PMI's PMBOK, NC DHHS PM Methodology, and State methodologies, including project budgets, plans, and status reports.
  • Manage the day-to-day project activities, focusing on the quality of deliverables, risk monitoring, and adherence to budgetary constraints.
  • Utilize the State project portfolio management tool and online project notebooks to maintain project documentation.
  • Cultivate relationships with internal and external stakeholders to ensure seamless project delivery and collaboration across all workstreams.
  • Assist in procurement efforts by drafting necessary documents such as Requests for Proposals and Statements of Work while managing related administrative tasks.

Required Skills

  • Proficient in various project management methodologies (waterfall, agile, hybrid).
  • Exceptional verbal and written communication skills.
  • Strong analytical and problem-solving capabilities.
  • Ability to effectively manage stakeholder expectations.
  • Familiarity with project management tools (e.g., Microsoft Project Server, SharePoint).
  • Experience in vendor management and contract negotiation.
  • Superior organizational skills and meticulous attention to detail.

Qualifications

  • A minimum of 5 years of experience in IT project management.
  • Proven track record of managing complex projects and cross-functional teams.
  • Strong communication skills, with experience in stakeholder management.
  • A bachelor’s degree in Information Technology, Project Management, or a related field is preferred.
  • Project Management Professional (PMP) certification is advantageous but not required.
