Full Time; AM 8:30 am - 5:00 pm; Monday - Friday

Expected starting wage range is $88,090.33 - $108,823.48. Telecare applies geographic differentials to its pay ranges. The pay range assigned to this role will be based on the geographic location from which the role is performed. Starting pay is commensurate with relevant experience above the minimum requirements.

Position Summary

The Billing Manager is responsible for managing and supervising the central billing and collection operations of Telecare Corporation’s fee for service billing to ensure accurate and timely submission of claims, prompt collections, aggressive denial management, and effective and timely communication of department/program issues or successes to the Director Revenue Cycle.

Qualifications

Required:

  • Minimum of eight (8) years of billing and collection experience in a healthcare billing environment
  • Four (4) or more years of supervisory experience in a billing environment for a large physician practice, hospital, or medical environment
  • Prior supervisory skills including proven ability in training, coaching, performance improvement and disciplinary action
  • Demonstrated knowledge and familiarity with basic accounting principles
  • Detailed knowledge of Medicare, Medicaid, commercial insurance billing and other payers along with associated billing/collections timelines
  • Demonstrated organizational, analytical and problem-solving skills with the ability to move issues forward to resolution
  • Ability to understand complex reimbursement contracts
  • Ability to work and communicate effectively with program staff, management staff, government representatives and customers
  • Computer literacy and demonstrated capacity to work with sophisticated automated billing systems as well as manual systems
  • A valid state driver's license and proof of insurance is required
  • Applicant must be fingerprinted and receive clearance from the U.S. Department of Justice and The Office of Inspector General
  • Must be at least 18 years of age
  • All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification. If the position requires driving, valid driver’s license, a motor vehicle clearance, and proof of auto insurance is required at time of employment and must be maintained throughout employment. Additional regulatory, contractual, or local requirements may apply

Preferred

  • Experience in a psychiatric hospital or other behavioral health facility
  • Bachelor’s degree

Essential Functions

  • Demonstrates the Telecare mission, purpose, values and beliefs in everyday language and contact with internal and external stakeholders
  • Plans, organizes, directs and controls the fee for service billing to maximize collection of revenue and minimize bad debt, including monthly review of program aging, bad debt estimates, denial reports, etc.
  • Makes use of management practices that include empowerment of staff, the provision of clear and concise expectations regarding duties assigned to employees, frequent feedback focusing on both positive and problematic aspects of work performance, and other management practices that are consistent with Continuous Quality Improvement
  • Promotes and maintains harmonious and effective relationships and communications within the department and with other departments
  • Provides leadership support and technical oversight of billing and collection functions performed by the fee for service staff as well as at the program
  • Responsible for ensuring Financial Review Committee meetings are held and are productive, and that action items are addressed, and minutes are distributed
  • Stays abreast of Federal and State billing requirements and changes billing practices/systems to meet those changes
  • Collaborates with other administrative staff in strategic planning activities with the goal of ensuring ongoing effectiveness of the program’s billing
  • Interfaces on a daily basis with many other departments including contracts and reimbursement, general accounting, medical records, new business development and operations as well as program operations and financial staff
  • Ensure payer authorization requirements are met
  • Plans staff program assignments to maximize billing/collection efficiencies using individual program billing requirements
  • Ensures revenue, payer contractual allowances and accounts receivable information is appropriately reported at month end
  • Works with the Director Revenue Cycle to develop, implement and maintain Department Fee for Service policies and procedures to assure appropriate submission and payment of claims
  • Manages the Accounts Receivable staff within allocated budgetary parameters
  • Monitors month end reconciliation performed by staff for accuracy and addresses variances accordingly
  • Assists Director Revenue Cycle with establishing appropriate bad debt reserves requirements

The employee is constantly required to sit and occasionally required to stand, walk, reach, twist, bend, pull and lift and carry items weighing 10 pounds or less as well as to do simple grasping occasionally. The position requires manual deviation, repetition and dexterity. Visual requirements include computers and books exposure.
