What You Will Do
The Engineering Program Manager position performs a full range civil engineering project and program development within the transportation engineering field. The ideal candidate will manage multiple projects and programs with administrative responsibility through design and construction phases and will provide supervision and quality control and assurance over activities managed by engineers at lower levels.
The Engineering Program Manager will lead and supervise a project team of licensed professional engineers specializing in roadway improvements, traffic signals, streetlights, and bicycle and pedestrian enhancements. Given their direct involvement in projects, technical engineering experience in these areas is paramount given the community-wide impacts of these large capital improvement projects. This position also provides program level budgeting, serves on technical and advisory committees, will establish project delivery procedures, negotiate, and obtain program level regulatory permits, and work with stakeholders across the organization and in the community.

The City has five labor unions and employs roughly 1,350 talented and dedicated staff members. The Urban Renewal Agency and the Salem Housing Authority are separate municipal corporations. The Agency contracts with the City for services and the Authority is led by the Housing Administrator within the Community Planning and Development department.

- Our team follows a hybrid schedule working in-office 555 Liberty St. SE 3 days a week and remotely for the rest with manager approval. This is subject to change based on business needs.

- Must pass the pre-employment background check.
- Must have an Oregon Driver license and meet the City of Salem's driving standards.
- Bachelor's degree from an accredited college or university in Civil Engineering or a related field, and eight years of experience in a related field, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
- Professional Civil Engineer License within the State of Oregon required with 12 months of hire.
