The Kansas Judicial Branch seeks a highly qualified candidate to fill the role of Chief of Court Development. This position will lead branch-wide court development as the Kansas Judicial Branch continues its modernization journey. The successful candidate will oversee projects and guide statewide strategic planning and implementation through the development of organizational goals, values, and policies to innovate court processes.
This position serves at the pleasure of the judicial administrator.

The Kansas Judicial Branch seeks a highly qualified candidate to fill the role of Chief of Court Development. This position will lead branch-wide court development as the Kansas Judicial Branch continues its modernization journey. The successful candidate will oversee projects and guide statewide strategic planning and implementation through the development of organizational goals, values, and policies to innovate court processes.

Job Duties:

- Leads the development of organizational goals, values, and policies to innovate court processes
- Manages work with statewide stakeholders on projects innovating court processes.
- Manages the project management office.
- Directs and coordinates the biennial strategic planning and annual operational planning processes to produce plans that accurately reflect and support the Judicial Branch Vision, Mission, and Values.
- Establishes policies and procedures for strategic and operational plan oversight and monitoring throughout the Judicial Branch, including District and Appellate Courts.
- Provides oversight and assistance to District and Appellate Courts on project planning and implementation and the associated policies and procedures. Works with Strategic Planning Committee and external stakeholders to implement the branch vision and lead change management efforts.
- Promotes best practices in project implementation, strategy development planning, and fosters innovation and continuous improvement for the Kansas Judicial Branch.
- Assigns duties and responsibilities to staff; establishes expectations and provides employee performance feedback on an on-going and annual basis
- Consults and collaborates with and provides information to various levels of Judicial Branch officers and employees, representatives of state and federal agencies, and the public
- Serves on or staffs committees as assigned by the Supreme Court or the judicial administrator
- Confers with district judges, court officials, and managers to implement projects, data collection, and innovations in court processes
- Performs other duties as assigned
Knowledge, Skills, and Abilities:
- Knowledge of the principles and practices of public and court administration and management
- Ability to discern creative and innovate solutions within laws, rules, regulations, and policies guiding the judicial branch
- Demonstrated success with interpersonal skills needed to develop and maintain effective working relationships with judges, other officials, employees, outside agencies, businesses, and the public
- Demonstrated curiosity in innovative solutions to support a modernized court system
- Experience assigning, supervising, and evaluating the work of professional staff
- Ability to recognize the need for change and respond flexibly to changing demands, propose solutions, and ensure that solutions are implemented
- Ability to organize and lead meetings of employees, judges, and others, and to make oral presentations before judges, other officials, employees, and others
- Ability to prioritize work, work independently without daily direct supervision, and manage a variety of projects simultaneously in a high-pressure atmosphere under severe time constraints
- Ability to evaluate alternatives and develop sound conclusions and recommendations
- Ability to communicate clearly, concisely, and effectively, both orally and in writing
- Demonstrated ability to create, promote and maintain a desirable work environment with professional, cordial and inclusive behavior.
- Ability to use personal computers and other information technology to accomplish position duties
- Ability to travel in and out of state with some overnight trips
