Air Force Civilian Service is currently seeking a full-time Lead Acquisition Program Management Specialist to work in the Air Force Nuclear Weapons Center (AFNWC), Intercontinental Ballistic Missile (ICBM) Systems Directorate, Sentinel Systems Division at Hill Air Force Base near Layton, Utah. This position (986847) is an NH-1101-03 with a typical 2024 salary range of $86,962-$134,435. *This position is not eligible for remote or full-time telework; situational-based agreements may be available at the discretion of the hiring manager. The Sentinel program is an Acquisition Category (ACAT) 1D major defense acquisition program charged to deliver a full system replacement for the nation’s Minuteman III Intercontinental Ballistic Missile (ICBM) System, providing a strategic deterrent to nuclear attack against the United States. The primary purpose of this position is to serve as Lead Acquisition Program Management Specialist in the:
- Sentinel Aerospace Vehicle Equipment Branch, Sentinel Support Equipment Section which designs, develops, tests, produces, and delivers Support Equipment and Major Maintenance Vehicles for the Sentinel Program. RANGE OF DUTIES:
- Serves as a technical authority for all Major Maintenance Vehicles to include federal acquisition strategy, formulation, and execution, providing oversight and management of assigned projects/programs and their execution status.
- Plans, organizes, directs, and/or coordinates activities of defense industry contractors, consultants, and government functional specialists in contracting, engineering, manufacturing, program control, data configuration management, testing/evaluation, and life-cycle logistics.
- Uses basic management skills (i.e., planning, organizing, leading, and executing) to remain within cost and schedule constraints while achieving performance objectives and managing risk.
- Establishes management controls such as milestones, expenditure rates, management indicators, and management reviews to reflect program status and provide early detection of emerging problems.
- Proactively advises leadership on programmatic and technical risks associated with implementing proposed solutions.
- Represents the organization at executive levels within the government and to contractor/industry representatives; delivers presentations on project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives.
- Provides continuous assessment/evaluation of overall program goals, objectives, strategies and performance to ensure a sound basis for long-range acquisition program management processes and follow-on system life cycle support planning. DESIRED SKILLS:
- At least Two (2) years of experience in federal acquisition, program/project management, and/or life-cycle logistics is required for a Lead Acquisition Program Manager role.
- Experience in ACAT I acquisition, and a working knowledge of DoD Directive 5000.01 The Defense Acquisition System.
- Experience in Engineering & Manufacturing Development (EMD) Phase execution, and a leadership role in Critical Design Review (CDR).
- Strong communication, organizational and leadership skills with demonstrated experience in leading, influencing and collaborating in a diverse team environment that includes external functional and program stakeholders is required.
- Demonstrated ability to prepare and present briefings, reports, findings and recommendations, program information, written summaries and results from synthesized data and/or metric analysis etc., with senior leadership, external stakeholders and customers (e.g., government contractors, other government agencies, federal Labs, etc.).
- U.S. CITIZENSHIP
- Employees must be able to obtain and maintain a Top Secret security clearance with a Special Access Program requirement and will be required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Employees must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Program Management “Practitioner” certification category within required timeframe after appointment.
- In accordance with the Ethics in Government Act, 1978, employee may be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
