POSITION PURPOSE:
The Director of Ambulatory Surgery Centers assumes overall responsibility of the entire Bloomington Eye Institute(BEI )and Gailey Eye Surgery-Decatur GESD Staff, its functions, policies and procedures. The Director serves as an expert resource and consultant in facilitating patient care and ensures accountability to and for the patient care teams. The Director is also responsible for maintaining building operations in compliance with local, state, and federal guidelines. The Director is accountable to the ASC Medical Director and BEI Board of Directors and works with established committees to oversee all operations at the surgery centers.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Minimum Job Requirements (Education, Experience, Skills):
This position requires incumbent to sit at desk and/or stand for 3 or more hours at a time during regularly scheduled work hours. Lift objects weighing up to 50 pounds on an hourly basis. Carry objects weighing up to 25 pounds on an hourly basis. Squat and kneel, reach and grab with arms and hands, and utilize manual dexterity continuously. Use a keyboard and video display terminal to enter, retrieve, and transform words or data. Sufficient auditory and visual acuity, including color vision and depth perception, to interact with and/or care for others. Push and/or pull carts, recliners and/or wheelchairs weighing more than 200 pounds on an hourly basis on level surfaces and inclines.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
- Plans and organizes clinical services to ensure patient needs are met in accordance with company standards and procedures.
- Develops, implements, and evaluates methods to ensure effective and efficient use of staff, facilities, equipment, and other resources while maintaining patient care standards.
- Observe procedures and make appropriate recommendations for improving techniques, policies, and procedures.
- Provides leadership and counsel to clinical personnel to enhance staff development by setting goals, supervises and evaluates work activities of clinical personnel including Clinical Managers and GESD Director
- Maintains communication between Board of Directors and Clinical Managers/staff in relation to clinical flow, policies and procedures.
- Establish and maintain quality control procedures by collecting, measuring, and monitoring data, reports and workflow statistics.
- Supports department managers in staff training, discipline, promotion/transfer.
- Assures appropriate staffing levels for the center and coordinates/assigns staff work schedules and daily clinical staff assignments.
- Facilitates care delivery by ensuring accountability for plan of care to achieve positive clinical outcomes. This is accomplished by assigning/delegating responsibilities for the development and implementation of the plan of care for each patient to members of the care team.
- Performs or assists other team members with patient care procedures and tasks as needed to achieve positive clinical outcomes.
- Assists the care team in identifying and resolving clinical, technical, and operational problems.
- Appropriately delegates tasks to other care team members.
- Assures patient concerns are addressed in a timely and appropriate manner.
- Responsible for business/operational outcomes within budgetary guidelines.
- Monitors staff hours and expenditures with provided information from GEC financial staff.
- Analyzes case costs versus reimbursement to determine cases to be performed at BEI.
- Works with new physicians to get them credentialed and privileged at BEI, as well as collaborating on any new procedures to be done and supplies/equipment needed.
- Maintains proper recredentialing and re-privileging of all physicians on the BEI medical staff.
- Obtains quotes and coordinates the trial/purchase of any new or replacement equipment.
- Ensures that the required and appropriate building/equipment maintenance and repairs are performed.
- Acts as liaison with the Eye Bank and coordinates the request of any gratis corneal/sclera tissue requests.
- Facilitates/validates competencies for staff members.
- Oversees/coordinates required yearly education/review for staff members. Monitors standard of practice/requirements and enforces policies and procedures.
- Responsible for/oversees managed care contracting for BEI and GESD.
- Responsible for preparing and submitting CMS quality data.
- Responsible for preparing and submitting IL ASC license renewals and annual IL state reports.
- Participates in IDPH inspections and prepares/implements any plan of corrections.
- Keeps building/operations in compliance with local, state, and federal guidelines.
- Performs special projects as needed.
Minimum Job Requirements (Education, Experience, Skills):
- Clinical management experience required; or equivalent combination of education and experience.
- Ability to effectively present information to Partners, Directors, and clinical managers/staff
- Excellent communication skills.
- Able to work independently & effectively in a team environment. Ability to read and write, understand English and follow written and verbal instructions.
- Sound interpersonal, organizational, decision-making, problem solving and customer service skills.
- Critical thinking skills necessary to assess both patients’ and care team members’ needs as well as Bloomington Eye Institute’s operational needs/issues.
- Knowledge and skills necessary to provide care appropriate to the age of patients served.
- Ability to learn care area policies, procedures, and work routines, as well as develop proficiency in use of equipment and instruments used in care areas.
- Ability to remain calm and courteous while working under stressful situations.

Working Conditions and Environment:
- Normal patient care environment with little exposure to excessive noise, dust, temperature, etc.
- Occasional wet surfaces.
- Exposure to a variety of potentially hazardous substances such as toxic chemicals, blood-borne pathogens, and infectious micro-organisms.
- Infection exposure risk level is a Category 1, high risk area.
- Position has required duties that involve exposure to blood, body fluids, or tissue.
