The Project Control Analyst resides within Global Solutions, a business group within HII’s Mission Technologies division. Under the direct supervision of the Senior Project Control Manager, the Project Controller works alongside a team of Project Controllers and manages the planning, tracking, analysis and reporting of performance on projects of varying contract type, size, complexity, and level of risk. The Project Controller is a key member of the program team and will act as the “CFO” of the programs assigned and works with the Program Managers and Operations Directors to help define the project’s goals and objectives; and recommends actions to improve progress and performance. The Project Controller will interface with Program/Project Managers, senior technical staff, as well as other functional organizations including contracts, finance, accounts receivable, subcontract management and procurement.

Essential Job Responsibilities

  • Sets up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system.
  • Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
  • Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis.
  • Prepares program plans to ensure program requirements and statement of work are captured and scheduled.
  • Performs schedule risk assessments to identify and mitigate program cost and scheduling risks.
  • Ensures adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.
  • Incorporates contractual changes into control systems by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule baselines.
  • Provide cost, schedule and funding planning, reporting, monitoring and analysis support to Program Managers including Work Breakdown Structures (WBS), Basis of Estimates (BOEs) and development of time-phased budgets and schedules.
  • Assists with project set up in compliance with contractual terms, conditions and requirements.
  • Prepares program financial Estimates at Complete (EAC) and meets deadlines for submission requirements.
  • Identifies project risks and opportunities and provides analytical contribution in working resolution with PM, Contracts, Procurement and Finance/Accounting.
  • Assists in reviewing and assessing all contract modifications. Assists the program management team with impacts as necessary.
  • Performs analytical review and arithmetic checks of cost reporting documentation.
  • Prepares accurate and complete variance analysis and reporting.
  • Prepares financial Contract Data Requirements (CDRL) for programs.
  • Ensures contractual requirements are met and customer financial deliverables are accurate and on time.
  • Performs ad-hoc financial analysis on the contract as requested by PMO and others.
  • Monitors funding status, providing reliable and timely notification of funding status by line item detail as required.
  • Supports accounts receivable as required during the billing processing. Monitors billing status and unbilled issues, working with Finance, Contracts, Accounting and PMO to resolve issues in a timely manner.
  • Assists in the preparation of subcontractor and vendor accruals as services/goods are received in accordance with GAAP and internal policies to ensure that the project’s cost/commitment is accurately captured and reported internally and externally.
  • Ensures program revenue and profit is recorded in compliance with the EAC.
  • Ensures adherence to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley, FAR and all company policies and procedures as they relate to contract performance and financials.
  • Additional duties and responsibilities as assigned.

Minimum Qualifications

  • 10 years relevant experience with Bachelors in related field OR
  • 8 years relevant experience with Masters in related field OR
  • High School Diploma or equivalent and 14 years relevant experience
  • Proven experience managing diverse contract types across varying levels of complexity
  • Knowledge of Excel and overall MS Office suite and a working knowledge of relevant software applications.
  • Strong organizational skills, able to handle multiple tasks at one time and meet deadlines.
  • Must be analytical, possess strong communication and presentation skills and have the ability to work independently as well as in a team environment.
  • Strong customer service focus. Must possess an active Secret clearance

Preferred Requirements

  • Experience with CostPoint, Cognos, and OneStream is a plus.
