The Director of Finance will be BBF’s strategic financial manager, overseeing all financial functions, including planning, budgeting, auditing, and investment management. This role partners closely with BBNC’s Finance Department (under a Master Service Agreement) for day-to-day accounting support and collaborates with BBF’s leadership team and the BBNC Legal and Shareholder Development Departments to ensure financial compliance and support programmatic success. The Director of Finance will also play a critical role in managing federal grants, ensuring compliance with complex grant requirements, and maximizing funding opportunities.

Essential Duties and Job Functions:

Strategic Financial Planning and Organizational Growth

  • Develop and implement a business plan to support BBF’s transition to financial independence within the next 5-7 years.
  • Collaborate with the BBF leadership team on budgeting, forecasting, and financial modeling to align resources with strategic objectives.
  • Oversee cash flow management, ensuring sufficient liquidity to meet operational and programmatic needs.
  • Monitor and report on-budget performance, analyzing variances and recommending adjustments.

Federal Grants and Compliance Management

  • Provide leadership and oversight for all aspects of federal grant activities, ensuring compliance with applicable regulations, laws, and guidelines, including but not limited to the Uniform Guidance (2 CFR Part 200) and federal agency-specific requirements.
  • Grant Application and Management: Collaborate with the program team and BBNC grants manager to develop, review, and submit accurate and timely budgets for grant applications. Oversee grant budgets and amendments to align with organizational goals and federal requirements.
  • Budget Development and Monitoring: Ensure grant budgets are effectively developed, aligned with programmatic objectives, and monitored throughout the grant lifecycle. Identify variances and recommend corrective actions to maintain fiscal integrity.
  • Compliance and Reporting: Ensure timely and accurate submission of all required financial reports, drawdowns, and other grant-related documentation. Conduct periodic compliance reviews to mitigate risks and address findings from audits or monitoring visits.
  • Training and Guidance: Train staff and stakeholders on grant management processes, financial compliance, and best practices to maximize program efficiency and effectiveness.
  • Relationship Management: Serve as the primary point of contact for financial questions of federal grantor agencies. Maintain strong relationships to address inquiries, negotiate terms, and represent the organization during audits or site visits.
  • Grant Closeout: Ensure all grant closeout procedures are completed accurately and on time, including reconciliation of funds, final reporting, and retention of required records.

Investment Oversight and Relationship Management

  • Oversee BBF’s investment portfolio, currently managed under an outsourced CIO (OCIO) model.
  • Build and manage the relationship with OCIO, coordinating strategic investment decisions, including new opportunities such as private equity.
  • Collaborate with the Executive Director to develop and execute a comprehensive strategy to achieve the foundation's $50 million endowment goal, leveraging BBNC’s ongoing commitment and aligning efforts with long-term financial sustainability objectives.
  • Ensure compliance with the foundation’s Investment Policy Statement (IPS) and coordinate with contractors updating the IPS as needed.

Accounting and Financial Compliance

  • Oversee all accounting functions, ensuring compliance with Generally Accepted Accounting Principles (GAAP) and applicable laws.
  • Ensure the preparation of accurate and timely financial statements, reports, and analyses.
  • Lead the annual audit process, including the Single Audit for federal grants, and implement recommendations to strengthen internal controls.
  • Ensure compliance with all regulatory, legal, and contractual obligations, including tax filings and nonprofit-specific requirements.

Finance Committee Support and Governance

  • Staff the Board of Director’s Finance Committee, transitioning from an investment-focused body to a broader finance oversight role.
  • Prepare regular financial reports, updates on investment performance, and strategic insights for the committee’s oversight and decision-making.

Systems Implementation and Staff Training

  • Lead BBF’s transition to SAGE INTACCT and Concur, and arrange staff training of these activities.
  • Lead, mentor, and develop the finance and grants management team to achieve high performance and foster a collaborative work environment.

Fundraising and Development Support

  • Streamline donation processing, assess platform efficiency, and reduce costs in partnership with the development team.
  • Manage relationships and processes for Employee Payroll Deduction program.

Qualifications:

  • Education: Bachelor’s degree in Finance, Accounting, Business Administration, or a related field; CPA or MBA preferred.
  • Experience: 7+ years in finance roles, ideally within the nonprofit sector or with foundations.

Skills and Abilities:

  • Exceptional analytical and strategic thinking skills, with the ability to synthesize complex financial information into actionable insights.
  • Demonstrated expertise in federal grants management, including experience with Uniform Guidance compliance.
  • Strong expertise in financial compliance, investment oversight, and audit processes.
  • Proficiency in financial management systems and advanced skills in Microsoft Excel.
  • Proven leadership experience, including managing teams and influencing cross-functional stakeholders.
  • Knowledge of Bristol Bay culture, languages, and heritage (preferred).
  • Proven experience in managing relationships with investment advisors and external auditors.
  • Strong commitment to the foundation’s mission, vision, and values, particularly in promoting and preserving the cultural heritage of Bristol Bay.
