Introduction
The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) charged with monitoring the quality of care in Maryland's health care facilities and community-based programs. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMS) and is the designated State survey agency in Maryland. OHCQ issues licenses, authorizing the operation of a business in Maryland; recommends certification to CMS, authorizing participation in the Medicare and Medicaid programs; conducts surveys to determine compliance with State and federal regulations; and provides technical assistance and education to providers, consumers, and other stakeholders.
The Program Manager provides technical supervision, training, and mentoring to coordinators; develops and manages all policies, procedures, and training materials for the unit; reviews certain statements of deficiency; and assists in determining if a provider's plan of correction is acceptable. Additionally, the Program Manager develops and oversees all processes for the unit; provides technical assistance; proactively identifies opportunities for regulatory efficiency and effectiveness; monitors and manages the unit's budget; tracks and interprets data and identifies industry trends; and serves as the main liaison to stakeholder organizations and agencies. Regarding enforcement, the Program Manager recommends appropriate enforcement remedies to the Deputy Director of Federal Programs; ensures timely preparation for informal dispute resolution conferences; and provides testimony in administrative appeals administrative hearings, and other court proceedings.
The Program Manager periodically participates as a surveyor to conduct licensure, certification, and survey activities in licensed and unlicensed health care facilities or programs on behalf of MDH and CMS. The purpose of these activities is to determine if a facility or applicant is in compliance with state, federal, and local laws and regulations, standards of care, and standards of practice.
The Program Manager must understand the complexities of the health care spectrum as it intersects with provider types under the purview of the unit, including ambulatory surgical centers, birthing centers, community mental health centers, comprehensive outpatient rehabilitation facilities, cosmetic surgery facilities, federally qualified health centers, freestanding medical facilities, health care facilities within correctional facilities, health care staff agencies, health maintenance organizations, home health agencies, hospices, hospice houses, hospitals, limited private inpatient facilities, major medical equipment providers, nurse referral agencies, outpatient physical therapy providers, portable x-ray providers, renal dialysis centers, residential service agencies, residential treatment centers, and transplant centers. These activities directly support OHCQ's mission to protect the health and safety of Marylanders in the health care continuum.
This job classification is designated by the Secretary of Budget and Management as being eligible to telework. This is a hybrid telework position where work hours may be performed from a State work site or from a remote work site based on the agency's needs.
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or University.
Experience: Three years of experience in regulatory compliance, facility surveying, quality improvement or professional work in a health care setting or regulatory agency.
Notes:
- Graduation from an accredited school of nursing may be substituted for the required education.
- A Master’s degree from an accredited college or university in a health field or management discipline may be substituted for one year of the required experience.
- Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administrations classifications or Health Facilities Architect/Engineering specialty codes in the health related field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred candidates should possess the following:
- Experience working in a State survey agency that licenses and certifies acute and continuing care providers, such as hospitals, hospices, home care agencies, ambulatory surgery centers, dialysis centers, etc.
- Experience reviewing written reports and analyzing/interpreting regulations and laws.
