ESSENTIAL JOB FUNCTIONS: Works under general direction of the Deputy Director of Engineering or assigned supervisor. Plans, reviews, and coordinates all City Capital Improvement Projects (CIP) and grant-funded projects to ensure conformance with standard engineering practices, rules/regulations of governing agencies, and fiscal policies and controls. Writes Advance Planning Reports and contracts for local and Tennessee Department of Transportation (TDOT) funded projects. Represents the City Engineering Division in transportation planning meetings and on special projects concerning non-engineering issues. Assists in obtaining state and federal funding for transportation projects/grants and performs grant reimbursement process. Coordinates with the City's Office of Grant Compliance and TDOT in preparing, processing, monitoring, and reconciling grant-funded projects. Advises and briefs the City Engineering Division on all aspects of the Memphis Metropolitan Planning Organization (MPO), TDOT, and the United States Department of Transportation (USDOT) proposals, actions, and trends. Coordinates transportation plans with bordering municipalities. Develops reports on project and program status for general public, public officials, and government agencies. Travels to offsite locations to perform inspections by driving City vehicles.

OTHER FUNCTIONS:

  • Performs additional functions (essential or otherwise) which may be assigned.
  • May assist with preparation of Transportation Improvement Program applications, CIP budget, and Long Range Transportation Plan.

TYPICAL PHYSICAL DEMANDS: Requires the ability to communicate both verbally and in writing with management, staff, and other groups. Requires the ability to conduct site visits which involves traversing uneven land on foot. Requires the ability to view/review plans and drawings, and operate a personal computer and automobile.

TYPICAL WORKING CONDITIONS: Majority of work is performed indoors in an office environment. Involves some work in outside weather conditions to perform on-site inspections of potential construction sites. Requires travel to off-site locations to perform inspections.

Bachelor's degree in Planning, Engineering or related field and seven (7) years of progressively more responsible experience in planning, engineering, or transportation of which three (3) of the seven (7) years is in a supervisor/lead capacity; or any combination of experience and training which enables one to perform the essential job functions. Master's degree preferred. License to practice engineering in the State of Tennessee or Certified Planner is preferred. Must possess and maintain a valid driver's license as a condition of continued employment.
