Position Summary

Odyssey Systems is currently seeking an experienced Senior Product Management/Program Logistics Manager Support supporting the U.S. Army Medical Materiel Development Activity (USAMMDA), a subordinate command under United States Army Medical Research and Development Command (USAMRDC) in Frederick, MD. USAMMDA preserves and protects the lives of warfighters by developing medical products to ensure readiness and the highest quality of medical care for DoD personnel.

Responsibilities

Duties include, but not limited to:

Life Cycle Logistics Support

  • Shall work in concert with the PjM and Project and Product Management Teams, including Life Cycle Logistics Management Specialists to provide Integrated Product Support (IPS) to IPTs for multiple products and coordinate with a large network of matrixed organizations within the DoD, US Army, and other Federal agencies to ensure effective, efficient, and timely completion of the USAMMDA medical product development mission.
  • Apply life cycle logistics management concepts and methodology to assigned projects and demonstrate a thorough working knowledge of IPS, DoD requirements determination, program planning, budget and execution, wholesale supply system, cataloging, and contract administration/ procurement.
  • Manage the lifecycle sustainment of assigned Army assemblages and associated equipment
  • Shall have knowledge of such related and ancillary disciplines and specialties as testing, standardization, reliability and maintainability, safety, and configuration management
  • Shall conduct IPS element evaluations on supported tech base and product development efforts, to include production and transition to sustainment, of medical and non-medical products in the USAMMDA portfolio to ensure products will be sustainable once fielded
  • Shall be extremely knowledgeable on IPS elements, as defined by AR 700-127, Integrated Product Support, and intent of the process; then tailor the actions to best fit the managed product. The IPS elements include Product Support Management, Design Interface, Sustaining Engineering, Maintenance Planning & Management, Manpower and Personnel, Supply Support, Support Equipment, Technical Data, Training and Training Support, Computer Resource Support, Facilities and Infrastructure, and Packaging, Handling, Storage, and Transportation (PHST).
  • Provide written technical opinions to guide the decision making process of the IPT and WG.
  • Possess an understanding of the Army and DoD field medical force structure and shall coordinate with multiple organizations and points of contact as required to ensure thorough and accurate communication at all times
  • Coordinate with the USAMRDC, other DoD activities, the manufacturer, the receiving unit, and other interested parties in the fielding of assigned systems, including the procurement mechanism and coordination with the DLA and the Life Cycle Management Command (LCMC).
  • Coordinate with other directorates and outside agencies to formally transition items through the lifecycle, i.e. coding, testing, acquisition, vendor management, formal documentation across DoD programs
  • Develop, coordinate, maintain, and update supportability documents, such as Lifecycle Sustainment Plans
  • Provide management and coordination for the maintenance and sustainment support to the DoD users, manufacturer, and the Services logistic points of contact
  • Prepare and update required management and acquisition documentation for programmatic briefings and reviews, such as the Type Classification Document and LCSPs for appropriate products in the portfolio.
  • Perform multiple logistics actions to support the acceptance of medical materiel, chemical and biological materiel, and medical support materiel into the Army, Navy, and Air Force wholesale system to include requesting for a NSN, and when needed, working with the Product Support Manager on type classification and a new LIN, and assisting in the preparation of the TOE Basis of Issue Plan, and Feeder Data.
  • Access, research and analyze the TDA and the TOE and provide guidance on investment decisions in support of force structure, using the following databases: Force Management System Web Site (FMSWEB), Logistics Information Warehouse (LIW), Medical Materiel Information Portal (MMIP), Army Equipping Enterprise System (AE2S), Logistics Modernization Program (LMP), Defense Property Accountability System (DPAS), Theater Enterprise Wide Logistics System (TEWLS), Global Combat Support System-Army (GCCS-Army), GFEBS, and Cloud Equipping (cQuiP) program.
  • Lead Logistic Working Integrated Product Teams (WIPTs), responsible for organizing meetings, preparing agendas, documenting meeting minutes, executive summaries, and action items, etc.
  • Provide technical input, build slides, and draft documents to support acquisition presentations and documentation in support of major milestones, program reviews, prepare contract documentation to include but not limited to market research, acquisition strategy, performance work statement, purchase request, justification & approval or other program presentations. Manage and update the Medical Evacuation (MEDEVAC) Mission Equipment Set Dashboard to maintain the current MEDEVAC readiness status.

Systems Engineering Support

  • Manage the lifecycle of assigned products and assemblages (Sets, Kits, and Outfits (SKOs)), to include sustainment
  • Coordinate with other directorates and outside agencies to formally transition items through the lifecycle, to include transition to sustainment.
  • Manage configuration control, ensure successful integration and interoperability, and champion life-cycle management of products by building integrated product team partnerships with other DoD organizations.
  • Provide technical input, build slides, and draft documents (e.g. Life Cycle Sustainment plans (LCSPs), Maintenance support plans, and Sustainment Strategies) to support acquisition presentations and documentation in support of major milestones, program reviews, and major leadership decisions.
  • Assist in the development of contract documentation to include but not limited to market research, acquisition strategy, performance work statement, cost estimate, purchase request, justification & approval, or other program presentations. The market analysis will include a clear understanding of product survivability, and market viability.
  • Develop systems engineering, program, and acquisition documentation in support of major acquisition decisions for assigned products and assemblages, as required.
  • Develop and implement a system engineering management process to guide the development and management of a requirements-driven architecture through the entire system engineering life cycle for assigned products and assemblages.
  • Develop and manage a test program that is consistent and aligns with the Program-wide TEMP for assigned products
  • Compile and document plans, processes, test objectives, test results, and other documentation as required for assigned products and assemblages.
  • Coordinate with required external program offices to establish required systems integration, communication and security between all key components and sub-components to effectively satisfy program requirements
  • Analyze assigned products and assemblages tracking issues, complaints, safety alerts, equipment recalls, and prepare documents drafting recommendations and proposed course(s) of action.
  • Provide written technical opinions to guide the decision making process.
  • Lead Contractor site visits, monitoring performance and quality standards, and providing technical oversight during all life cycle management phases.
  • Participate in various discussions involving new or replacement medical equipment to ensure proper parallel planning and sharing of information for timely development, review, and publication of assemblage documents.
  • Conduct a systems analysis to include communications interface, data modeling, systems security, information assurance, patient privacy, and program assessment to support integration planning and systems program management.
  • Participate in the engineering requirements generation process with the Army Medical Department Center and School (AMEDD C&S), Medical Center of Excellence (MEDCoE), Capabilities Development and Integration Directorate (CDID), and other capability developers for assigned products and assemblages, as required.
  • Conduct internal project requirements analysis for assigned products and assemblages to derive lower level requirements and system specifications with traceability from system specifications, through lower-level requirements, to the end user requirements.
  • Assist in development of the Program Objective Memorandum (POM), spend plans, cost estimating, and other cost analysis requirements.
  • Provide direct support of uniformed Soldiers during test, evaluation, training exercises and warfighter assessments. This includes all levels of review and oversight of equipment and other supported systems on the ground and in the air.
  • Perform logistical analysis and analyze materiel fielding as part of medical logistics project management.
  • Analyze medical equipment based on maintenance data, usage data, technology standards, and life cycle data.
  • Maintain full accountability of managed products and assemblages to include confirming the receipt of end items (with basic issue items), non-expendables, durables, expendables, and the support packages at the gaining installation ensuring the accountability of equipment is maintained throughout the fielding process.
  • Research and analyze the Table of Distribution and Allowances (TDA) and the Table of Organization and Equipment (TOE) and make investment decisions in support of force structure, using the following databases as required: Force Management System Web Site (FMSWEB), Logistics Information Warehouse (LIW) (applications such as Lead Materiel Integrator Decision Support Tool (LMI DST)), Army Equipping Enterprise System (AE2S), Global Combat Support System-Army (GCCS-Army), Logistics Modernization Program (LMP), General Fund Enterprise Business System (GFEBS), Medical Services Information Logistics System (MEDSILS), Theater Enterprise Wide Logistics System (TEWLS) and Defense Logistics Agency (DLA) supply websites (such as DLA Troop Support Medical Master Online (DMMOnline)).
  • Develop and implement the logistical strategic planning process for the provisioning of the subsystems that make up the end capability.
  • Perform multiple logistics actions to support the acceptance of materiel into the Army, Navy, and Air Force wholesale system to include requesting for a national stock number (NSN), and when needed, supporting on type classification and a new Line Item Number (LIN), and assisting in the preparation of the TOE Basis of Issue Plan, and Feeder Data.
  • Prepare Requests for Information, Logistics Support Agreements, Task Assignment Memorandums, Memorandums of Notification, Letters of Instruction, and other fielding documentation as required to support all fielding actions.
  • Prepare and provide analysis and recommendations to improve fielding processes upon request.
  • Assist and/or provide technical guidance for the pre-processing, staging, inventory, and hand-off of materiel to gaining units.
  • Inspect materiel at the production facility prior to each assemblage delivery and initiate discrepancy-reporting procedures, as necessary.
  • Coordinate these activities with the PM and COR for the procurement action.
  • Submit DD Form 361, Discrepancy in Shipment Report IAW AR-55-38, Reporting of Transportation Discrepancies in Shipment for any damages identified as transportation related, in coordination with the local installation transportation officer. Ensure the gaining unit secures the defective materiel until notification of appropriate disposition by the consignor when applicable.
  • Determine the disposition and execute the corrective action with the approval of the PdM.
  • Prepare and deliver a Materiel Fielding After Action Report (AAR) to the Government upon completion of each fielding mission, as requested. The AAR shall include a summary of events, all issues/concerns encountered, corrective actions taken and verified, and those corrective actions still in process (follow-up actions). This report shall include copies of all documentation (Customer Documentation Package) given to the gaining activity during hand-off.
  • Coordinate re-supply requirements as needed with supported units and local support agencies, (i.e. local Medical Treatment Facilities, local Medical Logistics units) as required.
  • Maintain knowledge and usage in the Army’s web-based applications used to manage the life cycle of major items of equipment (such as Cloud Equipping (cQuiP) program, formerly known as the Standard Study Number-Line Item Number Automated Management and Integrating System (SLAMIS)). Further information can be found in AR 71-32.
  • Personnel performing tasks in this area shall provide subject matter expertise in the areas of iDOSE/CDSS, Medical Evacuation Systems, Biomedical Systems Engineering, Physical/Biological Sciences, Software Systems Engineering, Paramedic/Emergency Medicine, Network Engineering, and Software Acquisition Management. Personnel performing these tasks shall possess a level of familiarity with Fitness and Rehabilitation Sciences, Network Engineering and DoD RMF requirements.

Cost Analyst Support

  • Develop cost models for Program Office Estimates (i.e. LCCEs) in support of selected programs, and update the estimates as required
  • Develop and analyze MS Excel cost models, to include use of risk analysis tool add-ins
  • Assist in development of and analyze cost and schedule risk-adjusted LCCEs, Independent Government Estimates (IGEs), BCAs, Analysis of Alternatives (AoAs), program office estimates, and other cost analyses.
  • Review or analyze as necessary cost/schedule uncertainty analyses and obtaining cost model result outputs.
  • Create, review and analyze cost estimates using the automated cost estimating integrated tool (ACEIT) suite
  • Pre-validate PdM level cost estimates developed in ACEIT.
  • Provide cost estimating support at the portfolio level, to include developing portfolio models that integrate and display time-phased cost and schedule risk-adjusted views of multiple acquisition systems.
  • Brief leadership on program cost positions, impact of budget changes on supported programs, and other cost issues.
  • Assist in the development of budget submissions (Procurement (P)-Forms, Research Development Test and Evaluation (R)-Forms, etc.).
  • Conduct pre-validation (sufficiency reviews) of all cost estimates (IGE, LCCE, CBA, Will/Should Cost Analyses) prior to being sent to the USAMRDC Headquarters for external validation.
  • Develop a common basis for consolidating and reporting cost estimate information for all programs, and remain current with all estimates
  • Gather, compare, and correlate prior year and current year expenditures and conduct trend analyses to establish baseline budgetary data for inclusion in the budget estimating process.
  • Provide financial management expertise in coordination with program financial analysts to identify and resolve issues, and make sound and timely recommendations to facilitate decision-making in each area where there is an issue.
  • Review and access program risks relative to schedule and cost.
  • Review each program integrated master schedule (IMS) for completeness and consistency with cost estimates.
  • Coordinate with the program financial analysts to ensure accurate data that can sufficiently defend team cost estimates.
  • Assist in the review, edit, and consolidation of the annual (and out-year) budget requirements for submission to higher headquarters based on program LCCEs.
  • Assist as needed in the production of finance documents and conduct financial analysis and funds management in support of acquisition documentation (e.g., milestone decision approval cost estimates, acquisition program baselines (APBs), acquisition strategies, LCCEs, etc.).
  • Provide input to any cost-related taskers, specifically focusing on sustainment costs in order to provide accurate and detailed analysis and cost positions throughout the life cycle of a program.
  • Advise team leads and members on methods and requirements for developing extensive written justification for budget requirements, LCCE updates, and initial positions.
  • Ensure work products are in compliance with Office of Management and Budget (OMB) regulatory guidelines and processes, and Will Cost guidance and processes.
  • Implement and ensure compliance with Should Cost guidance and processes.
  • Create and modify Should Cost estimates IAW guidance.
  • Develop and maintain a Should Cost tracking sheet and provide data analysis, as applicable, for each Project Management Office.
  • Personnel performing in this task area shall be capable of applying experience related to medical and drug development, an understanding of medical acquisition programs, and/or expert level understanding of cost estimating principles and procedures to expertly develop life-cycle cost estimates for products supported. Personnel performing in this task area shall also have the ability to apply previous experience in the DoD Planning, Programming, Budgeting, and Execution (PPBE) to program cost estimating.

Qualifications

Minimum Required Qualifications:

Citizenship: Must be a US citizen

Clearance: NACI

Education: Bachelor's Degree in related discipline (with a focus on logistics), or the equivalent combination of education, professional training, or work experience

Years’ experience: At least twelve (12) years of experience, five (5) of which must be in the DoD lifecycle logistics field

  • Must have experience with Microsoft Office, to include MS Outlook, MS Project, MS PowerPoint, MS Excel, and MS Word
  • Have working knowledge of related and ancillary disciplines and specialties as testing, standardization, reliability and maintainability, safety, and configuration management
  • Knowledgeable on IPS elements and intent of the process

Preferred Qualifications:

Years’ experience:

  • Two (2) to three (3) years experience in Federal contracting-military
  • Experience with Force Management System Web Site, Logistics Information Warehouse, Medical Material Information Portal, Army Equipping Enterprise System, Logistics Modernization Program, Defense Property Accountability System, Theater Enterprise Wide Logistics System (TEWLS), Global Combat Support System-Army (GCCS-Army) and Cloud Equipping (cQuiP) program
