Job Summary

El Paso County’s Treasurer Office is seeking a Public Trustee Division Director to play a critical role in overseeing foreclosure processes, managing staff, and upholding public trust. In this key position, you will supervise daily operations, conduct performance evaluations, and ensure compliance through thorough audits. You’ll also be responsible for monitoring legislative changes, recommending policy updates, and assisting with budget management and technological enhancements. Additionally, you will represent the office on county boards and collaborate with leadership to maintain financial and operational excellence. Hiring Range: $75,900 - $95,000 annually (salary to be commensurate with qualifications)

This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change. Under FLSA guidelines, this position is exempt.

As a steward of public trust and a team member of the Public Trustee’s Office, manages and oversees Public Trustee daily operations, including the supervision of assigned staff. Coordinates and participates in a wide variety of foreclosure activities. Oversees audits of foreclosures to ensure accuracy and compliance. Monitors legislation regarding Public Trustee matters; develops and recommends changes to policies and procedures. Serves as the Public Trustee as directed.

Essential Duties/Responsibilities

  • Oversees Public Trustee operations, including managing and supervising the activities of assigned employees; prioritizes duties according to statute, policies, and procedures. Reviews work to ensure accuracy and timeliness.
  • Conducts performance evaluations and motivates employees to achieve peak productivity and performance; participates in the hiring and disciplinary process.
  • Monitors legislation affecting Public Trustee matters; develops and recommends changes to policies and procedures.
  • Oversees audits of foreclosures and release files to ensure accuracy and compliance with statutes.
  • Signs checks and issues funds for foreclosure proceedings and release proceedings or may delegate these responsibilities as directed. In the absence of the Public Trustee, authorizes the transference of funds from the reserve account and/or the operating account to the El Paso County General Fund.
  • Monitors budget, including income and expenditures; assists in determining budgetary needs. Assists with the creation and presentation of quarterly and annual financial reports to the Board of County Commissioners.
  • Assists with improvements in technology, including development of computer software to track foreclosures and releases.
  • Represents the Office of the Public Trustee on various county boards and before the Board of County Commissioners as needed.
  • Attends State Public Trustee Association conferences and educational workshops in the absence of the Public Trustee or upon the direction of the Public Trustee.
  • Performs other duties as required.


Supervision Exercised: This classification requires managing and monitoring work performance of assigned staff, including making final recommendations on hiring and disciplinary actions, evaluating program/work objectives and effectiveness, and realigning work and staffing assignments, as needed. This classification may occasionally require director-level or above supervision in cases of absence.

Supervision Received: Receives minimal direction. This classification typically performs job duties with broad parameters defined by general organizational requirements and accepted practices. End results determine the effectiveness of job performance.

Qualifications

Knowledge, Skills & Abilities

  • Sworn as agent of the Public Trustee’s office to discharge the duties conveyed by C.R.S 38-37-104.
  • Knowledge of Colorado foreclosure and release statues and procedures.
  • Knowledge of recordkeeping, file maintenance, and accounting related activities.
  • Ability to analyze, research, and collect factual information concerning specific foreclosure and release issues prior to making a decision. Consults legal counsel as needed.
  • Ability to promote teamwork; ensure staff are properly selected, utilized, appraised, developed, and treated fairly; inspire, motivate, and guide others toward goals; coach, mentor, challenge staff; adapt leadership styles to various situations.
  • Ability to provide guidance, supervise and train others; ability to objectively review and appraise the performance and work of others.
  • Ability to assess situations and make prudent and appropriate decisions; ability to apply conflict resolution and problem-solving skills.
  • Ability to work independently and possess a high level of organizational skills.
  • Ability to maintain the security of sensitive and confidential information.
  • Ability to establish and maintain effective working relationships with county officials, employees, and general public. Ability to provide excellent customer service.
  • Ability to operate standard office equipment such as computers, printers, copiers, calculators, and telephone. Proficiency with Microsoft Word, Excel, PowerPoint, and Outlook.
  • Maintain regular and punctual attendance.


Required Education & Experience

  • High school diploma or equivalent education.
  • Five years of administrative, customer service, or related experience.
  • Supervisory or demonstrated leadership experience.


Preferred Education & Experience

  • Associate’s degree in a related field.
  • Three years of supervisory experience.
  • Paralegal, accounting, real estate, foreclosure, local government, or related experience.


Licenses/Certificates

  • Must possess and maintain a valid driver's license.


Pre-Employment Requirements

  • Must pass conditional post offer background investigation, motor vehicle record check, and drug screen.


Work Conditions

Duties are primarily performed in an office environment; some travel may be required.
