NOTE:
The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties described in the target position description, PD# 99877-A, Health System Specialist, GS-0671-09. The incumbent will perform the duties outlined in the target grade position description but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery.

The supervisor or lead will provide instructions and/or training in the performance of assigned duties, particularly for those duties that are new, unfamiliar and relatively complex. Work will be reviewed during and after completion to evaluate adequacy of methods, procedures, and results; ability to apply skills and knowledge to routine and non-routine

assignment; and adherence to basic policy and instructions. As satisfactory progress is made in those aspects of the work for which the incumbent receives guidance and training, supervisory controls will be lessened in line with the incumbents proven knowledge, skills and abilities.

Major duties include, but are not limited to:

  • Works collaboratively with VAMC leadership, healthcare providers, the C&P administrative specialists, and other administrative teams in managing the FPPE and the OPPE for the C&P Program.
  • Lead consultant for the VAMC Report Card data related to the C&P Program. The incumbent gathers, analyzes, documents and tracks program data from beginning to end ensuring program compliance.
  • Conducts analytical assessments for program processes and procedures; and manages data collection and reporting outcomes.
  • Identifies issues and recommends corrective actions to supervisor, VAMC leaders, or administrative support personnel as appropriate and estimates compliance timelines for resolution.
  • Utilizes quantitative and qualitative skills to conduct healthcare provider industry analysis studies; assesses internal/external communication to identify substantive issues in meeting program requirements and makes adaptations or recommendations to larger internal processes/policy changes to supervisor; establishes program work priorities to meet compliance and communicates to the appropriate program manager and VAMC leadership; determines baselines for complex assessments and determines which issues require tracking and further analysis.
  • Ensures initiation, completion and compliance of FPPE and OPPE clinical evaluations to include providing guidance and assistance in accordance with all requirements and standards and monitoring the evaluations' status.
  • Implements tracking and monitoring systems for actions indicated by the Credentials Committee, such as licensed provider's exit review forms, Service Chief and supervisory requirements, state licensing board reporting requirements, and state licensing board reporting correspondences.
  • Reviews and participates in the development of privileging forms; provides local VA policy updates; manages two part folder reviews and processes and ensures they are federally archived in accordance with VHA System of records policy; performs VetPro access quarterly reviews; implements monitoring system for Our Provider database; manages facility Report Card data tracking system, tracks data trends, and serves as the primary consultant to the supervisor for the development and implementation of program operations that have a direct impact on data management and process improvements.
  • Conducts audits on provider time-limited credentials, provider C&P two part folders, the provider exit review monitoring system, privileging documents, the FPPE and OPPE tracking systems, credentialing program training requirements, telehealth providers monitoring system, and any Committee recommended actions.
  • Manages special projects for new program initiatives and requirements and for process improvements and changes; provides data analysis support; leads in implementation practices and procedures.
  • Provides technical guidance and supports program leadership by conducting and analyzing healthcare provider industry studies.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Candidates must meet the following Individual Occupational Requirement (IOR):

Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR

Specialized Experience:

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Special Provision for In service Placement:

Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:

  • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
  • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
  • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.

You may qualify based on your experience and/or education as described below:

GS-7 Grade Determination:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: perform highly structured, entry-level work designed to develop broader and more in depth knowledge and skill to perform higher level assignments; communicate factual and procedural information clearly, orally and in writing; gather and analyze basic facts and draw conclusions. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education orsuperior academic achievement. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. Only education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-07 grade level.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
