The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRA’s various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness.

Special Note

General Support Services (GSS), Office Of Planning & Logistics, Is Recruiting For One (1) Computer Specialist Software III To Function As Project Specialist Who Will
- Serve as the project authority and systems administration for all GSS's IT, directing the design implementation and maintenance of the area's IT needs; supervising staff who provides the tailored technical support that GSS requires; responsible for guiding GSS IT procurements and upgrades to meet the goal of integrating DSS's space and warehouse management systems with those of other agencies. Serve as an Agency project specialist/systems overseer representing the GSS IT needs that impact upon the various RA/Cs within DSS and is responsible for the design, implementation, maintenance, development of project milestones, overall project monitoring and enhancement of complex automated systems that affect not only the infrastructure of HRA, but will shape how the Agency will seamlessly interact and electronically share data with oversight agencies such as the Department of Citywide Administrative Services.
- Direct all General Support Services systems conversions, testing, and scheduled production roll outs of the Microsoft SQL 2019 database migration of existing Agency-used Access based applications for production and planned systems such as: Fleet Administration, Furniture Procurement, AiM\BIRT Custom Reporting (BIRT is a top-level data visualization and reporting software), Management Contracts and Financials, Purchase Tracking, Temp Staffing, Warehouse Inventory and Asset Management, Staff seating and location, and Telecommunications and Audit Billing management.
- Supervise, coordinate, and direct the activities of staff, temporary staff, and consultants who provide computer systems maintenance/support for all GSS. Supervise and provide extensive desktop user support with error analysis/troubleshooting for all GSS workstations, which encompasses office suite applications, and hardware failures which involves coordinating high-level technical responses to difficult computer environment and production application issues to resolve end-user problems and production environment operational issues.
- Serve as Technical Subject Matter Expert with regards to any complex new systems and/or applications that will be implemented or procured by GSS. Past and present examples include new warehousing technology, requisition systems, and CCTV initiatives that involved extensive coordination with DSS\ITS. Current projects include Archibus software procurement which will be used to track Agency space utilization and provide DCAS with up-to-date facilities space usage metrics, which will require extensive coordination with their IT staff. Currently implementing the AutoCAD REVIT/BIM (REVIT/BIM is an industry standard building design and documentation platform) technology into the GSS\Bureau of Space & Design; Architecture and Engineering divisions, as the primary, industry standard production platform/tool for building design. Currently implementing industry standard bar-coding technology into the GSS Warehouse and Inventory Operations division via the use of mobile, MS Surface handheld computer and iPAD Wi-Fi applications; (AiM/FiRE(GO). (AiM/FiRE (GO) is a mobile warehousing software) for overall materials processing efficiencies and mandated, NYC Comptroller fiscal year-end audit reporting.
- Serve as the GSS technology liaison to DSS\Information Technology Services (DSS\ITS), which involves application of various high levels of analytical processes/error resolution techniques, unit integration and volume systems testing, contributing to reduced end-user production downtime, by communicating with the ITS Web Application/Development unit to provide software program code parameters for updating the AiM Enterprise application, HRA Requisition (W720) application and The HEAT (Special Equipment Helpdesk) application, along with any applicable modifications and systems processing enhancements.
- A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or
- A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or
- A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.

Preferred Skills
- Proven experience in leading and managing large-scale IT projects, including the design, implementation, and monitoring of complex automated systems. Ability to set and achieve project milestones, oversee system conversions, and ensure seamless integration and data sharing across multiple agency departments. - Deep knowledge and hands-on experience with database management systems, particularly with migrating legacy systems (e.g., Access-based applications) to modern platforms like Microsoft SQL Server 2019. Familiarity with data visualization and reporting tools such as BIRT, and expertise in managing production rollouts and system upgrades. - Strong leadership skills with experience in supervising and coordinating teams, including full-time staff, temporary staff, and consultants. Ability to provide technical support, troubleshoot complex issues, and manage resources effectively to meet operational goals and resolve high-level technical challenges. - In-depth knowledge of and experience with implementing new technologies and applications within an organizational infrastructure. Examples include warehousing technology, AutoCAD REVIT/BIM for building design, bar-coding technology for inventory management, and coordinating with external IT departments to integrate these technologies. - Demonstrated ability to apply high-level analytical processes to troubleshoot, resolve errors, and enhance system functionality. Experience in conducting unit integration and volume systems testing, reducing downtime, and working closely with IT services to optimize software applications and processes for improved efficiency.
