POSITION DESCRIPTION: Supervises employees spending the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Responsible for the development and implementation of assigned statewide standards, criteria, procedures, and guidelines relating to the development of roadway construction plans. The incumbent must exercise independent judgment in the formulation of these standards, criteria, procedures, and guidelines that will have a direct impact on construction plans prepared on a statewide basis. This includes responsibility for leading and supervising assigned employees in accordance with the Department's policies and procedures; and overall management, development and maintenance of the Department's criteria manuals, including lead responsibility for the FDOT Design Manual (FDM) and the Florida Manual of Uniform Minimum Standards for Design, Construction and Maintenance for Streets and Highways (Florida Greenbook). This also includes responsibility for organizing statewide meetings, both in-person and internet-based for the committees associated with the FDM and the Florida Greenbook (including meeting scheduling, preparation of meeting agendas, review packages and meeting minutes, meeting facilitation and consensus building, and issue tracking).
Provide technical advice and assistance to districts and their consultants on issues related to engineering and design policy, rules, criteria, standards, manuals, guidelines, and requirements. Provide timely responses to questions and inquiries on the interpretation and use of design criteria and standards. This includes course development and presentation of appropriate training on a statewide basis. This also includes technical support for Quality Assurance activities within the Department.
Maintain a close, cooperative working relationship with other Department offices, the Federal Highway Administration, researchers, and the transportation industry on all matters relating to assigned area of responsibility. Participate in Department cross-functional and coordinating task team activities and assist in the coordination of sponsored research projects. Advise superiors on matters relating to assigned area of responsibility and in their absence act on these matters as appropriate.
Serve as project manager on sponsored research projects. This includes preparation and development of Research Scopes, Requests for Research Proposals, and Deployment Plan, and coordination with Department staff and research staff throughout project duration. This also includes follow up with Department staff to draft necessary changes to design criteria and standards based on the results of the research.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of Roadway Design and Contract Plans Development Process. Knowledge of FDOT's Context Classification system. Skill in preparation of roadway plans, including geometric design, design for roadside safety, and preparation of special details related to roadway construction. Skilled in implementation of context-based design criteria. Skilled in producing and delivering technical presentations. Ability to establish and maintain effective working relationships with others. Ability to work effectively as a team leader or team member. Skill in developing and delivering technical training and making presentations. Ability to plan, coordinate, and complete technical research. Ability to communicate orally and in writing. Ability to be proactive and work independently. Ability to facilitate large team meetings and build consensus. Ability to supervise people.
